[NARRATIVE #1 on March 12, 2025]

On Wednesday, March 12, 2025, at approximately 2154 hours, Officer J. Thatcher was dispatched to [100 BLOCK] George St. in response to an anonymous report regarding a disorderly person. The caller stated that a female subject was in the backyard of the residence causing a disturbance by yelling loudly.

At approximately 2158 hours, I, Officer Orozco Avila, along with Sgt. Burchett, arrived on scene. Upon arrival, I proceeded to the backyard of the residence where I could hear a female voice yelling loudly from inside the house. I then observed a female, later identified as Susan Melissa Holcomb, walking quickly through the house and approaching a back window.

I verbally instructed Mrs. Holcomb to exit the residence through the back door. She complied but appeared visibly agitated. Upon stepping outside, Mrs. Holcomb became increasingly irritated, yelling incoherently and behaving erratically. She approached me in an aggressive manner, reducing the distance between us. Concerned for my safety, I issued a direct order for her to step back.

At this time, Officer J. Thatcher arrived on scene to provide assistance. Despite multiple verbal commands, Mrs. Holcomb continued her disorderly behavior and failed to comply with lawful instructions. Due to her continued agitation and non-compliance, Officer J. Thatcher placed Mrs. Holcomb in handcuffs for officer safety and secured her in the rear of his patrol vehicle.

While in the patrol vehicle, Officer J. Thatcher detected the odor of marijuana emanating from Mrs. Holcomb. When questioned about potential possession of marijuana, Mrs. Holcomb admitted to having marijuana inside the residence. She stated that the substance was located on top of her dresser in her bedroom.

Search and Seizure:

We then made contact with [VICTIM #1], identified as Mrs. Holcomb’s husband. Mr. [VICTIM #1] was interviewed regarding the incident. He stated that he had given a ride to someone earlier in the evening and, upon returning home, found his wife alone in the backyard, yelling and causing a disturbance. He also explained that his wife was yelling and arguing with him.

We then requested Mr. [VICTIM #1]’s consent to retrieve the marijuana from Mrs. Holcomb’s bedroom. Mr. [VICTIM #1] verbally consented and escorted us to the bedroom. Upon entry, Sgt. W. Burchett located and secured the following items:

Approximately 0.3 grams of suspected marijuana (confirmed by sight and odor)
A large clear glass bong commonly used for smoking marijuana
An empty Coca-Cola can with a flattened side and multiple holes containing burnt marijuana residue, indicating use as a makeshift smoking device

Transport and Medical Diversion:

Following the seizure of evidence, Mrs. Holcomb was removed from Officer Thatcher’s patrol vehicle and placed in the rear seat of my patrol unit for transport. During transport to the Bartow County Jail, Mrs. Holcomb remained highly agitated, yelling loudly and exhibiting hostile behavior.

Upon arrival at the Bartow County Jail, Mrs. Holcomb was escorted into the booking area. Due to her continued agitation, a jail nurse was requested to conduct a medical assessment before incarceration. During this evaluation, the Bartow County Jail nurse determined that Mrs. Holcomb’s vital signs indicated an elevated heart rate beyond acceptable intake parameters. Due to this medical concern, the nurse refused to admit Mrs. Holcomb into the jail facility and issued a pre-incarceration medical/mental instability diversion protocol (yellow copy) instructing me to obtain medical clearance prior to incarceration.

Following the medical directive, I transported Mrs. Holcomb to Piedmont Cartersville Medical Center, located at 960 Joe Frank Harris Parkway, for further evaluation. Upon arrival, Mrs. Holcomb was released at the Piedmont Cartersville main entrance.

Based on the facts of the investigation, state warrants were applied for against Mrs. Holcomb for the following offenses:

Disorderly Conduct – OCGA 16-11-39
Possession of Marijuana (Less than 1 oz.) – OCGA 16-13-2(b)
Possession of Drug-Related Objects – OCGA 16-13-1

[NARRATIVE #2 on March 14, 2025]

On March 14, 2025, at approximately 1533 hours, I, Sergeant Ware, along with Officer Martinez from the Adairsville Police Department Patrol Division, responded to [100 BLOCK] George Street in Adairsville, Georgia, Bartow County, to serve a warrant for Susan Melissa Holcomb. Upon arriving at the residence, I approached the front door and observed it to be open. I stood at the door for a few moments and could hear Mrs. Holcomb speaking with someone inside. I then knocked on the door and was met by Susan Holcomb. I informed her of the warrant and placed her under arrest. Before securing her in the back of my patrol vehicle, I conducted a search of her person for any weapons or contraband and then placed her in the rear of my vehicle.

During transport to the Bartow County Jail, Mrs. Holcomb directed racial slurs and other derogatory remarks toward me. Upon arrival at the Bartow County Detention Center, she was turned over to jail staff without further incident.
