On February 1, 2026, at approximately 1243 hours, I was dispatched to [10 BLOCK] Collins Place, Cartersville, Georgia 30121 in reference to a domestic altercation with a firearm involved.
Upon my arrival, I spoke with the complainant, Tiwonda Lando. Ms. Lando advised her firearm was located on her bed in her bedroom. Officer McArthur retrieved the firearm. Ms. Lando advised her daughter,[VICTIM #1] came to the apartment with her boyfriend, [WITNESS #1], to take the family cat, Morris. This was a pre-arranged event by both parties. Ms. Lando stated she changed her mind, and did not want [VICTIM #1] to take the cat which led to a verbal altercation. Ms. Lando stated during the verbal altercation, [VICTIM #1] grabbed her hand causing the nail on the left middle finger to break causing her nail to bleed. I observed Ms. Lando’s nail was actively bleeding. Ms. Lando declined medical attention.
I spoke with [VICTIM #1] who stated she and Mr. [WITNESS #1] came to take the cat. [VICTIM #1] stated this was a pre-arranged event by both parties. [VICTIM #1] stated she went upstairs to get the cat, and at this time, Ms. Lando became upset and started yelling. [VICTIM #1] stated Ms. Lando came up the stairs to her bedroom and continued to yell.
[VICTIM #1] stated she had the cat in her arms, and at this time, Ms. Lando hit her in the face with a closed fist multiple times. [VICTIM #1] stated she pulled Ms. Lando down in an attempt to get her to stop hitting her. [VICTIM #1] stated at this time, she tried to push past Ms. Lando, however, [WITNESS #1] and [VICTIM #2] entered the roomin an attempt to de-escalate Ms. Lando. At this time, Ms. Lando pushed [VICTIM #2] and [WITNESS #1] telling them to get out of the room. [VICTIM #1] stated Ms. Lando went for her purse and retrieved a black and silver Smith and Wesson firearm from her purse, she racked the slide causing a 9mm round of ammunition to go into the chamber. [VICTIM #1] stated Ms. Lando pointed the firearm at her and [WITNESS #1], and stated, “I’m allowed to shoot you in my house”.
[VICTIM #1] stated she and [WITNESS #1] went down the stairs and waited for officers to arrive outside of the residence.
I observed a mark on [VICTIM #1]’s right cheek.
[VICTIM #2] stated she was outside when the altercation started. [VICTIM #2] stated when she went upstairs to her mother, Tiwonda Lando’s room, Ms. Lando pushed her and told her to get out of the bedroom.
[VICTIM #2] stated there was no firearm in the home when officer’s asked, however, it was discovered the firearm was on Tiwonda Lando’s bed. [VICTIM #2] stated she did not see Tiwonda Lando point the firearm, however, she stated she did see it in her hand.
Ms. Lando was arrested by handcuffing her hands behind her back, checking the handcuffs for proper fit, and double-locking the handcuffs. Ms. Lando was searched incident to arrest with no contraband located. Ms. Lando was placed in the back of my marked patrol unit which was checked before and after each shift, before and after each transport with no contraband located.
I transported Ms. Lando to the Bartow County Sheriff’s Office and turned her over to Bartow County Sheriff’s deputies without incident.
[VICTIM #2] and [VICTIM #1] were advised of their Victim’s Rights and provided with a case number in reference to this case.
Mr. [WITNESS #1] declined to press charges.
Ms. Lando received 4 charges: Aggravated Assault With A Deadly Weapon (CE-0178809), Battery (CE-0178808), Reckless Conduct (CE-0178810) and Simple Battery (CE-0178811).
The firearm was placed into evidence at the Cartersville Police Department.
