On July 7th, 2026, at approximately 1614 hours. I responded to the area of Village Drive at Ashley Court in reference to William Norman making threats to the caller [VICTIM #1].

Approximately 2 hours prior to responding to this incident, I responded to William’s residence at [30 BLOCK] Berkeley Place due to an anonymous caller stating that he was running back and forth in the roadway, shouting curse words, and bragging that he had a gun. After a brief conversation, I was able to calm William down and advised him to stay inside his residence due to his level of intoxication.

Upon arrival, I met with [VICTIM #1]. [VICTIM #1] stated that her former neighbor, William Norman was riding his bicycle through the neighborhood and used her yard as a cut-through. [VICTIM #1] stated that when her dog barked at him, He threatened to kill her and her family. Upon further investigation, I observed the vehicle owned by William traveling down Village Drive towards the exit of the neighborhood

After conducting a traffic stop on the vehicle on Village Drive at Ashley Court, I spoke with William, who was a passenger in the back seat. I observed William to be extremely intoxicated and shouting curse words. William also advised me numerous times that he was a Freemason and that he was drinking because his birthday was at the end of this month. William then exited the vehicle without incident upon my request and was physically detained in handcuffs.

William continued to shout curse words and state that he was a gang member from California and that he yelled at [VICTIM #1] because she was previously involved in a domestic incident where her husband had busted her lip, but was unable to elaborate any further. [VICTIM #1] advised Corporal Anders that she did not wish to pursue charges for terroristic threats but that she wanted William to seek help. I was notified by Corporal Anders that, during the course of her investigation with [VICTIM #1], William could be heard shouting and cursing, approximately 100 yards from where I conducted the traffic stop.

William was advised that he was under arrest for disorderly conduct and began threatening to “beat my a*s”, and that if the handcuffs weren’t on him, he would “find out where I lived and beat my a*s again”. While I reached for the seat belt next to William in an attempt to secure him properly in the back of my patrol vehicle, William lunged his head towards my arm and bit the inside of my right forearm. I quickly removed my arm, grabbed William by the neck, removed him from my patrol car, and placed him on the ground to prevent me from receiving severe bodily injury from William’s teeth. Deputy Clark then helped me properly secure him back into the vehicle. I observed a red mark along with saliva on my arm, but after approximately 20 minutes, the mark was no longer visible.

During transport to the Bartow County Jail, William remained combative until his arrival, where he was turned over to jail staff.

Warrants were issued to William for the offenses of disorderly conduct and aggravated assault on a law enforcement officer.
