On Tuesday, August 25, 2026, at 0152 hours, I was dispatched to [REDACTED] for a domestic disturbance in progress.
This domestic disturbance was reported by an anonymous caller who said they heard a woman yelling, thumping on the wall, and could hear things being thrown.
On arrival, I made contact with the victim, [VICTIM #1], who was outside with her child, [REDACTED BY AGENCY]. She began to explain that she was in an altercation with her boyfriend, Xavier Ruff. [VICTIM #1] elaborated that she and Xavier had been arguing for the past few hours over personal relationship issues. Suddenly, he left the room to cool off, and [VICTIM #1] went to sleep with her son. Xavier came back a few moments later, woke [VICTIM #1] by pulling her hair, and began pushing her. When he grabbed her hair from the back, he left scratches on the side of her neck. Xavier then began to empty the cabinet drawers, threw the clothes on the floor, and again grabbed [VICTIM #1] and lefta scratch mark on her chest.
Photos of the injuries were taken by assisting deputies.
Xavier was inside the residence and would not open until after a few announcements were made. I proceeded to detain him and read him his Miranda Rights. After reading this, he agreed to speak to me about the incident. He communicated that he and [VICTIM #1] have been arguing for the past few days. He has a separate child, and [VICTIM #1] keeps mocking him and belittling him with her comments. Tonight they argued, and he went away for a while. When he returned to the residence, he explained to me that he had had enough of the disrespect and that he was wrong for what he had done.
While speaking to Xavier and questioning him about the incident, he avoided eye contact with me and refused to answer my questions directly.
After speaking to both individuals, I had established enough probable cause to arrest Xavier for battery (family violence) and cruelty to children in the 3rd degree.
Handcuffs were checked for fit and double-locked. Xavier was searched incident to arrest without the discovery of weapons or contraband. Lastly, I transported and released Xavier to the staff at the Bartow County Sheriff’s Office.
