On Friday, August 22, 2025, I was dispatched to a hit and run on Church Street at N Morningside Drive. I met with the caller, [VICTIM #1], in the Ross parking lot.

[VICTIM #1] stated she was on Church Street, near Krystals, when a gray Dodge Charger struck her car. She stated she got out of the car and approached the driver asking for his information. He told her they were holding up traffic and to go to the Ross parking lot or he was leaving. She stated he then backed up and pulled into the Ross parking lot but drove straight through to Main Street (GA 113) and turned right.

[VICTIM #1] was able to get video of the male and pictures. The tag for the Charger was [REDACTED]. The vehicle returned to Zachary Ashley from [600 BLOCK] Sugar Valley Road. The vehicle did not have insurance and the registration was suspended. [WITNESS #1] advised she was crossing over GA 3 and witnessed the accident. She said she tried to stop the male from fleeing but was afraid she’d be run over.

I gathered [VICTIM #1]’s information for the accident and advised she would receive a link to upload the evidence she had to Polaris. I provided [VICTIM #1] with a case card.

Sgt. Cooney advised the gray Charger was back at it’s residence on Sugar Valley Road. I met with him and made contact at the house with [WITNESS #2]. I told her the vehicle and her husband had been in an accident and he left the scene. She said he was not there, he was in her vehicle at a birthday party. I showed her several pictures of the male in the Charger and she confirmed it was her husband.

[WITNESS #2] called Zachary and he confirmed he was in an accident and left. He said he told the other driver to pull into the Ross parking lot and when she didn’t, that was on her and he left. [WITNESS #2] yelled at Zachary and told him, “that’s not how it works”. [WITNESS #2] told Zachary he would have warrants for leaving the accident. I requested the next list wrecker be enroute and dispatch stated Agape Towing was on the way.

I provided a copy of the impound sheet to [WITNESS #2] and a case card for the accident. Agape arrived on scene and keys for the vehicle were provided. The charger was driven to the tow truck.

I met with Bartow County Magistrate Judge Livsey via EWI in regard to warrants for Zachary Ashley. Warrants were issued for No Insurance, Knowingly operating a vehicle with suspended registration, and Hit and Run. At approximately 23:00, Zachary came to the Cartersville Police Department and turned himself in for the warrants. I met with him at the police department and took him into custody. His wallet, phone, and wedding ring were given to his sister.

I placed handcuffs on his wrists behind his back. I checked them for fit and double locked them. I did a pat down search for contraband and escorted Zachary to my patrol car where he was placed in the back. I checked the rear seat of the patrol car for contraband at the beginning of my shift and did not locate any. I transported Zachary to the Bartow County Jail calling out my beginning and ending mileage. Zachary was turned over to jail custody.
