On Wednesday, May 20, 2026, at approximately 1757 hours, I was dispatched to 400 Cherokee Pl (TJ Maxx) in reference to a report of a white male masturb*ting inside his vehicle. The suspect vehicle was described as a blue Ford Escape (GA tag).
Upon arrival, several officers and I attempted to locate the suspect. After a brief search, it was determined that the individual had likely already left the property. I then spoke with two witnesses regarding the incident. Both witnesses stated they were in a lift truck when witness 2 pointed out the blue Ford Escape. Witness 2 observed that the male in the driver’s seat had his genitals exposed.
The witnesses also observed that the suspect had his phone activated and propped up inside the vehicle. While they could not confirm whether he was recording or watching something, both believed he was viewing pornographic material. Both witnesses stated they saw the suspect drive up and down the parking aisles at TJ Maxx multiple times. They further reported that the male would slow his vehicle as young girls (believed to be under 18 years old) exited the store and would stare at them while masturb*ting.
Based on this information, the suspect was identified as Mr. Zachary Parkin, the registered owner of the blue Ford Escape described by the witnesses. Mr. Parkin’s address returned to [REDACTED BY AGENCY], located within Bartow County jurisdiction. Deputy Kimbel responded to that address and assisted in apprehending Mr. Parkin. Upon exiting the residence, Mr. Parkin denied all allegations related to the incident at TJ Maxx. He was placed in handcuffs behind his back (checked for fit and double-locked). Mr. Parkin’s phone was seized as evidence due to its suspected involvement during the acts. He was then transported in Ofc. Chapman’s marked patrol vehicle to 104 Zena Dr (BCSO), where he was turned over to the deputy on scene without incident.
Mr. Parkin’s phone was entered into Cartersville Police evidence at 195 Cassville Rd. Warrants were obtained for Mr. Parkin’s arrest.
