On the report date, I, Deputy P.F. Smith responded to the corner of Second Street and Cherry Street to assist Code Enforcement Officers, who had detained Gibson, Al’Juan (B/M DOВ [REDACTED BY AGENCY]), because he had been observed by four (4) eyewitnesses mast*rbating in public while sitting on a sidewalk bench near the Rookery Restaurant.

One of the eyewitnesses was a male, 16 YOA and a female 15 YOA.

This Deputy received statements from the witnesses, who stated that they had left the Rookery restaurant, and were walking towards Third Street, when they observed a black male (later identified as Gibson) sitting on a sidewalk bench and was mast*rbating. The victims stated that Gibson’s p*nis was exposed as he was mast*rbating while sitting in the view of the public and the victims. including two (2) juveniles.

Code Enforcement officer Turner, Melvin and others, responded to the scene first and apprehended Gibson, who stated to them that he was mast*rbating while sitting on the bench.

This Deputy transported Gibson to the LEC, where he was booked in without further incident.

This Deputy will seek arrest warrants for the listed charges.
