On Tuesday, 12/2/25, at approximately 16:21 hours, I, Deputy J. Hubbard #2359, was dispatched to the residence of [VICTIM #1] located at [700 BLOCK] Tidewater Cir. The call was in reference to a domestic disturbance between Ms. [VICTIM #1] and her sister, Ms. Altorvise Phillips-Austin.

As I arrived on the scene, I made contact with Ms. [VICTIM #1], who stated that she had texted her sister about some cake, which turned into her getting irate and snapping at everyone. She then began to threaten to slap her after snapping at her. Ms. [VICTIM #1] then told Ms. Phillips-Austin to get out of her residence and closed her bedroom door. At that point, Ms. Phillips-Austin kicked Ms. [VICTIM #1]’s bedroom door in. Ms. [VICTIM #1] stated to Ms. Phillips-Austin that she needed to leave, or she would call the police if she touched her.

Ms. Phillip-Austin then turned towards the door, ripped a part of the door frame, and began aggressively going towards Ms. [VICTIM #1]. Ms. [VICTIM #1] once again stated that she would call the police if Ms. Phillips-Austin touches her. Then, at that time, Ms. Phillips-Austin began to swing 2-3 times at Ms. [VICTIM #1] with the wood from the door frame, hitting her in the arm. Ms. [VICTIM #1] then picked up her phone in order to call for help, when at this time Ms. Phillips-Austin began to threaten her again, then once more attacked her while Ms. [VICTIM #1] was lying on her bed. During this attack, Ms. Phillips-Austin struck Ms. [VICTIM #1] multiple times in the face, got on top of her, and began punching and scratching her, then proceeded to put her hands around Ms. [VICTIM #1]’s neck and began to squeeze till she could not breathe. This is when Ms. [VICTIM #1] flipped both of them off the bed and began pushing Ms. Phillips-Austin back and off of her in order for her to breathe.

Once both parties became separated, Ms. Phillips-Austin then took the broken door frame and began breaking Ms. [VICTIM #1]’s mirror, and attempted to attack Ms. [VICTIM #1] once more before Ms. [VICTIM #1] left her home. After speaking with Ms. [VICTIM #1], I made contact with Ms. Phillips-Austin. I had originally detained her, but after speaking with both parties, we came to the conclusion to allow Ms. Phillips-Austin to leave with her kids and not return and have any contact with Ms. [VICTIM #1]. Later that day, Ms. [VICTIM #1] did not like how the case was handled and wanted to insist on pressing charges. A warrant was taken out for Ms. Phillips-Austin’s arrest.
