On October 29th, 2025, at approximately 1627 hours, I was working a wreck on Hardeman Avenue when a vehicle (white panel van) struck another vehicle in the rear and fled the scene. I was notified by fire personnel on scene, who pointed the suspect vehicle out.
My body-worn camera and dash camera were already active up to this point, from the current wreck. I immediately proceeded after the vehicle, who was entering I75 sb. While attempting to catch up to the vehicle, the roads were wet and actively raining.
I noticed at the last moment that the vehicle exited the interstate at the Mercer University exit. Due to me noticing late, I rapidly slowed down, missing the off-ramp entrance, cut through a flat portion of grass and continued after the vehicle. He turned right, towards Pio Nono Avenue. I finally got the vehicle stopped just before the intersection of Mercer University and Pio Nono Avenue.
I immediately had the subject step out of the vehicle and placed him in handcuffs for fleeing the scene of the accident. I immediately noticed a strong odor of an acholic beverage emitting from his mouth and person. Once he was in handcuffs, and I walked him back to my patrol car, he was stumbling while walking. His cloths were not clean and not kept.
He was handcuffed behind has back, double-locked and checked for fit. He was secured in the backseat of my patrol car and seat belted in. While in the backseat the subject began to get biligerent, threatening to “find out where I live” and other similar remarks. He un-buckled himself and continued to be belligerent.
The vehicle that was stopped, was a white Panel Van, (GMC Savana). The tag on the vehicle, [REDACTED], returned to a Honda Accord. The VIN, [REDACTED], returned to the 2010 GMC Savana.
Neither the tag nor the vehicle was in his name. The vehicle was towed by Ackerman’s wrecker due to subject arrest and the Hit & Run.
The male subject was read implied consent, off the Green Implied Consent Card for 21 and older. He refused to listen shouting no multiple times through me reading the card. When I asked for a blood test the subject refused to answer. A refusal for blood was marked.
He was transported to Bibb County LEC on the following.

Mr. Smith was still being uncooperative at the jail. He kept attempting to walk away from law enforcement and snatched away multiple times. While in the jail, waiting on staff to pat him down, I had him by the arm and placed my right hand into his chest pushing him against a wall, to prevent him from moving away. He continued to become more belligerent and jail staff took over.
The subject stated that he did not need a license to operate a vehicle, due to him traveling.
A backseat check was conducted with nothing found.
