I responded to [4400 BLOCK] West Highland Drive in reference to three deceased animals found during an eviction. I was notified by ACO Galeazzo, who requested my presence at the scene. Upon arrival, I met with Civil Deputy Mobley. Deputy Mobley stated that the suspect informed her she had not been at the apartment in approximately two weeks.
Once the apartment complex assumed control of the unit, I proceeded to enter. Upon entry, I immediately detected the odor of decomposing flesh. In the living room, I observed a black dog in an advanced stage of decomposition. I took photographs documenting the scene. Approximately three feet away, I located a second deceased canine, also in an advanced state of decomposition. This animal was also photographed.
As I continued through the apartment, I observed several dozen piles of feces throughout the residence. Moving toward the hallway, I located a third deceased dog, also in late-stage decomposition. I photographed this animal as well.
In the kitchen area, I observed a half-full, open bag of Beneful dog food on top of the counter. There was one stainless steel bowl present, but it contained no food or water. The entire apartment was heavily littered with feces. I also observed furniture that appeared to have been chewed or eaten, likely by the animals in an attempt to find food. A washing machine contained damp clothing, indicating the suspect had likely been at the residence recently.
[WITNESS #1], a maintenance worker, stated that he observed the suspect sitting in the parking lot earlier that morning; however, she turned around and left upon seeing him. When Deputy Mobley first contacted the suspect by phone, the suspect claimed she was out of town. However, she arrived on scene shortly thereafter.
ACE Manager [REDACTED] initiated a preliminary interview with the suspect, Towle, to determine the circumstances. [REDACTED]’s notes will be documented and uploaded to the DA shared drive.
Based on the climate-controlled environment of the apartment, I estimate the animals had been deceased for approximately three weeks. The apartment was also infested with fleas, which were observed on officers’ clothing by the hundreds.
[WITNESS #2], the apartment manager, stated the suspect had been residing at the property for approximately four years. [WITNESS #2] further stated she believed the suspect had been present in the apartment during the two-week period Towle claimed to have been away.
Towle was taken into custody on scene and read her Miranda rights, at which point she invoked her right to remain silent. No further questions were asked. I called for a transport unit, and Deputy Sauidi arrived and transported Towle to the Bibb County Law Enforcement Center for intake and booking.
I drafted and submitted arrest warrants to the Bibb County Magistrate Court for review.
