On 9-20-2025 I Deputy D. Jones was flagged down by a white male identified as Mr. [WITNESS #1] in the parking lot of 4590 Billy Williamson Dr (Papa Johns). [WITNESS #1] stated that two white males set the dumpster on fire after he refused to give one of them a free pizza. [WITNESS #1] stated Mosher walked in the store and asked for a free pizza. [WITNESS #1] stated when he told Mosher that he did not have any he became upset and irate. [WITNESS #1] stated Mosher started using profane language before he exited the store. He stated he walked down towards verizon and kicked their sign over they they had standing on the side walk and flicked them off through the window.

[WITNESS #1] stated he then saw both male subjects Mosher and [REDACTED] walking back down towards the dumpers that side on the side of the building near the driveway. He stated moments later he saw people running down towards the dumpster’s and when he walked outside to look that’s when he noticed that they were on fire. [WITNESS #1] advised me that both subjects left on foot and pointed me in the direction that that they had went.

Myself and Deputy J. Holmes made contact with both subjects as they were walking down presidential pkwy near the best buy. At that time they were detained and that’s when I began my investigation. It was later determined that Mosher was the one that set the fire to the dumpster’s. He was later transported to the Bibb County Jail and charged with Arson first degree. Both subjects also received criminal trespass notices not to return back to that location. They both had several warrants out of counties and states but they were in state extradition only. [REDACTED] was later released and not charged at this time.
