On August 28, 2025 at 0932 hours I, Sgt. M. Dorough, was dispatched to [4300 BLOCK] Essex Rd in reference to a missing person. While en route, I was contacted by part time deputy Dina Shurley who stated she made contact with [WITNESS #1] who advised her friend [VICTIM #1], dob [REDACTED BY AGENCY], 5’08, 145 lbs, dirty blonde hair was missing.

Deputy Shurley’s CAD entry is as follows: PT729 called and spoke to [WITNESS #2], the sister of [VICTIM #1]. She is concerned something has happened to her sister. She has her on life360 but the phone is off or dead. On 08/26/2025, the phone pinged on Rocky Creek Rd near Robinhood Rd. Ms [WITNESS #2] was able to locate the person (on Facebook) that Ms. [VICTIM #1] stays with at [4300 BLOCK] Essex Rd. She was identified as [WITNESS #1] [REDACTED BY AGENCY].

I called Ms. [WITNESS #1] and she stated that around 2000 hours on 8/26/25, [VICTIM #1] asked [WITNESS #1] to give her a ride to her friends house up the road. [WITNESS #1] was not able to give her a ride so [VICTIM #1] stated she left walking towards the friends house. She stated that [VICTIM #1] was wearing a white t-shirt, with black slide with white lines across the top and carrying a black book bag. She has not seen or heard from [VICTIM #1] since.

When I made contact with [WITNESS #1], she stated she was driving to the friend’s house where [VICTIM #1] was suppose to be going. She gave me the address of [4000 BLOCK] Shakespeare Blvd. The friend who lives at [4000 BLOCK] Shakespeare Blvd was standing outside when [WITNESS #1] pulled up and was on the phone with me.

I spoke to [WITNESS #3] who stated that [VICTIM #1] told her she was on her way to her house at 2044 hours on 08/26/2025. [WITNESS #3] stated that she last pinged her on Life360 at [2200 BLOCK] Rocky Creek Rd. I spoke with 4C1, Sgt. Dorough who was en route to [4300 BLOCK] Essex Rd to attempt to make contact with [VICTIM #1] or [WITNESS #1]. I told him I was on the phone with [WITNESS #1] and that her and [WITNESS #3] would be waiting for him at [4000 BLOCK] Shakespeare Blvd.

I arrived at [4300 BLOCK] Essex Road and knocked several times but no one answered so I walked to my patrol car to leave. As I started to pull away, a vehicle pulled up and stopped me. [WITNESS #4] and [WITNESS #5] both got out and told me they believe [WITNESS #1] is hiding [VICTIM #1] in the house. She stated she knows that [WITNESS #1] is home but not answering. She stated there are alot of different statements and weird things going on. I advised I knocked several times but no answer.

While talking to her, Deputy Shurley sent me a Life 360 ping from [VICTIM #1]’s last movements. It was showing near [2200 BLOCK] Rocky Creek Road. [WITNESS #4], [WITNESS #5], and I drove to the wooded area and searched but could not locate [VICTIM #1] nor her phone. This is when [WITNESS #4] told me that [WITNESS #1]’s husband, [REDACTED], went through [WITNESS #1]’s phone and found that [WITNESS #1] and [VICTIM #1] were intimate together. [WITNESS #4] stated they have the Life 360 ping showing [VICTIM #1] leaving on August 26, 2025 around 2030 hours. At 2044, her phone stops moving, and just after 2100 hours, the phone goes dead.

I was advised by Deputy Shurley that the last ping she was told, was near [2200 BLOCK] Rocky Creek Road. I went to that address and made contact with [WITNESS #6] and asked if he knew or seen a white female but he said no.

About this time, [WITNESS #1] called in wanting to meet to file the missing person report at [4000 BLOCK] Shakespere Drive. I finished talking to [WITNESS #4] and [WITNESS #5], and left. I met with [WITNESS #1] and they gave me the run down about [VICTIM #1] disappearing. I gathered their information and put a BOLO out on all channels for [VICTIM #1]. I also contacted Inv. Sgt Lee Rohrbach and turned the case over to him.

Deputy Shurley added more CAD notes. They are as follows: [WITNESS #3] [REDACTED BY AGENCY] called to give additional information. She states something just isn’t adding up. She said that [WITNESS #1] told all [VICTIM #1]’s friends that she watched her leave the house. But, [WITNESS #1] told Sgt. Dorough that she did not see her leave the house, that her husband and child saw [VICTIM #1] leave. I advised her that Sgt. Rohrbach would be reaching out to her in reference to this case.

Around 1122 hours, Inv. Lt. Coleman Lewis got on the radio and stated they needed an ambulance 10-18 (quickly) to the area [VICTIM #1] went missing. They located a female about 30 feet from the roadway.

Upon arrival, I secured the scene with tape as the investigation went on. [WITNESS #6] walked by while Inv. Sgt. L. Rohrbach was on scene. I advised I spoke with [WITNESS #6] earlier concerning this case. When Inv. Sgt. Rohrbach spoke to him about the body found, he stated he found a pair of black Adidas slides on the sidewalk, picked them up, and brought them home. Inv. Rohrbach asked me to get them and when I did, asked if I could put them in the crime lab. The slides will be sent to the crime lab.

I notified Sgt. Rohrbach about the cell phone and that I already cleared alot of brush looking for it but could not find it. I continued to clear more brush but after all that time looking, still could not find it. It was discovered that [VICTIM #1] was struck by a vehicle. Deputy J. Kile will complete the accident report and Fatality Inv. Shannon Mosely was notified.

Case turned over to Sgt. Rohrbach.
