On this date, September 16, 2025, at 1542 hours. I sgt. J. Litton #0109 responded to a possible accident with injuries at 4017 Hartley Bridge Road. Upon my arrival, it was learned that the accident occurred on Hartley Bridge Road near Oakview Club Drive, where the suspect vehicle struck a wide load truck carrying a house and damaged the entire left side of the house.

According to witnesses on the scene, it appeared the driver accelerated, striking the wide load, as the suspect vehicle was all over the roadway prior to the accident. The witness advised that they pulled into the gas station behind the suspect’s vehicle. The witness stated that the entire driver’s door was peeled back from the collision. The witness stated that the male passenger said, “Don’t call the police, I’m going to take her home, she will be ok.” The witness, Mr. [WITNESS #1], advised his wife and him are both former first responders, and from the way both the female and male were talking and acting, they appeared to be highly intoxicated.

Mr. [WITNESS #1] stated that the male passenger moved the female driver over to the passenger seat, then climbed over her into the driver’s seat and took off from the scene. I asked Mr. [WITNESS #1] if they had happened to get the license plate of the vehicle. Mr. [WITNESS #1] advised that they did, in fact, take a picture of the license plate. I ran the vehicle license plate number through GCIC and was able to show both witnesses a picture of the registered owner, whom they confirmed as the female driver with more hair than her driver’s license picture. The vehicle information also gave the owner, Christina M. Holland, a physical address that was listed very close to the accident location. I obtained the witnesses’ information and thanked them for their help as I made my way to the address listed for Holland.

Upon my arrival at [6600 BLOCK] Skipper Road, building [REDACTED], a white male subject was standing at the driver’s door of the vehicle, matching the description of the vehicle that had left the scene. When the male saw me pulling up, he attempted to walk away. The male was told to come back. While approaching the vehicle, I was able to see the damage described by the witnesses to the vehicle.

The male subject was asked, Why did they leave my accident scene. His response was, Uhhh, she… He was then asked where she was, and he advised that she was inside the vehicle. When I walked up to the vehicle and looked inside, I was able to see the female (Christina Holland) stretched out in the backseat.

The male suspect was asked for his identification. He stated that it was in the house. I advised him that he would not be going inside the house to get it. I asked him for his name. The male gave the name of Antonio William. When asked to spell it, he had issues spelling it. I requested his birthday and he quickly gave [REDACTED]. I then proceeded to make contact with the female, who was still stretched out in the backseat. Antonio calls out, Christine. I asked Christine to sit up. As I walked around to the rear passenger door, Antonio walked around to the passenger side and said, I’ll get her up.

From my years of training and experience as a DUI officer, I observed impairment activity as Christine was visually impaired, slow-moving, and had slow, slurred, thick speech. I advised Christine to sit in her current position, as I did not want to risk her injuring herself. While dealing with Christine, Antonio attempted to go inside and get his identification, and was told again, No sir. I then confirmed the identity of the female by asking her name. She responds, Christina Holland. I asked her why they left the accident scene. Christina responds slowly. I didn’t think there was a problem. I asked if she saw the damage to her vehicle. Christina says, Now I have, that’s why I’m still here now.

I explained the damage she had caused. Christina stated in a slow, slurred speech that I could not understand. I explained how she was supposed to yield to the wide load. Christina stated, I did, I tried too. Antonio then takes the unlit cigarette out of Christina’s mouth, as it’s been in her mouth the entire time I’ve been on scene.

I then asked Christina how much she had to drink. Christina stated, not as much as him. I explained that at this time, I wanted to know about you. Christina, in a very slurred speech, says, I’ve had two (2) shots. Antonio stated that she had lots more. I asked Christina how long it had been since her last drink, as I was able to smell the strong odor of an alcoholic beverage coming from Antonio and Christina as they spoke. Christina stated it has been two (2) hours.

I asked her if she thought it was a good idea to get behind the wheel and drive. Christina shakes her head and says, No. I then confirmed the vehicle belonged to Christina and explained that I would impounding her vehicle and possibly taking her to jail. Antonio says, No. I immediately advised him that he may also be going as well. Christina then asked, Why. I explained to her that it’s called hit and run. I explained how she was positively identified, and witnesses took a picture of her license plate. I explained to her that witnesses watched as Antonio moved her from the driver’s seat to the passenger seat, climbed over her into the driver’s seat, and drove away. I confirmed by asking both Christina and Antonio was this accurate. They both agreed, Yes.

I then confirmed the information again with Antonio that he gave me, as I returned to my vehicle to run the information through GCIC. I advised Antonio that he was being detained and to stay by the vehicle. After several attempts to run his information through GCIC, with no information returning, I attempted to obtain a fingerprint scanner, but was unsuccessful in getting logged on. Antonio again attempted to walk into the apartment and was again told to stand by the vehicle. I asked Antonio again for his full name, and he advised that his last name is Costello. Antonio spelled it, Costillo, upon running that information and getting no return.

I returned to the vehicle and made contact back with Christina and asked how many Fireball drinks she had, as I was able to see multiple empty bottles of Fireball on the ground and inside the vehicle. I thought she said three (3), but she stated, Ask him. Antonio stated, I had three (3). I asked Antonio why he drove the vehicle. He stated, It’s her car, I can’t drive. I explained that he drove the vehicle from the accident scene to the apartment. Antonio stated, she asked me too, and I’m more sober than she is. I repeated his statement to him. You’re more sober than she is. Antonio says, Yes, sir.

I requested dispatch to send me a tow truck to remove the vehicle. I then took a picture of both Christina and Antonio and sent them to the witnesses for positive identification. Within moments, the witness calls me back and confirms these are the correct people involved in the crash.

As backup units start to arrive, Christina steps to the rear of her vehicle, staggering and completely unstable on her feet. I had Christina step to the front of my patrol vehicle. Christina stated, I needed a driver. When asked why she needed a driver. Christina states, I was intoxicated. I asked again how much she had to drink. Christina advised four (4) shots, two (2) Fireballs, two (2) Jacks. Christina begins to explain how she knew she couldn’t drive, even pulling over at one point. Christina stated that she asked Antonio if he was ok to drive her home. I asked Christina when she realized she shouldn’t be driving. Was it before the wreck or after? Christina stated, before.

Christina was asked if she had been arrested before. She advised a long time ago. I asked for what reason, she first said, drugs, and then said fraud. I requested that Christina give me her identification. I then asked if she had any medical conditions I should know about. Christina advised that she has MS and Ovarian Cancer.

I then asked Christina on a scale of zero to ten, zero being completely sober and ten being plastered, where would she rate herself. Christina advised a six (6). Christina was then advised that I would be arresting her today for leaving the scene of an accident and DUI. I placed Christina into custody and read her the Georgia Implied Consent 21 and over and requested a breath test. Christina stated, No, no comment. I placed her in the backseat of my patrol vehicle.

Antonio was placed in custody while we attempted to identify him. During the pat down for weapons, his wallet was found in his back pocket, with his Georgia ID inside. His actual name is William H. Owens (dob [REDACTED BY AGENCY]). Owens was advised at that moment he was being charged with False Information and DUI. Upon running his actual information through GCIC, it was learned that his license is revoked.

Both Christina and William were transported to BLEC for all charges listed in this report.
