On 3-25-26, around 1630, I, Dep. Vonderhuevel responded to the leasing office of [6300 BLOCK] Moseley Dixon Rd in reference to a disorderly tenant.

Upon arrival, I was speaking with staff who stated a tenant (Christopher London) for whom I am familiar has been acting irrationally, such as driving through the parking lot hanging out of his window, getting into verbal and physical altercations, yelling at things that aren’t there and causing other types of disturbances.

While speaking with staff about a possible altercation between London and a maintenance man I asked what time of vehicle he drove. I was notified that he drove a red sedan-style car. As I was speaking, I could see a red Honda coming through the complex parking lot with a bald, younger black male hanging out of his window while driving through the complex. I left the front office and initiated a traffic stop on the vehicle. The vehicle was a red Honda Civic displaying the GA tag [REDACTED].

As I approached London, it recognized me and became argumentative, as we had had prior contact. I notified him why I had stopped him for the reckless driving, as well as failure to use a seat belt. As I collected his license, he then got out of his vehicle, arguing with me and refusing to get back into his vehicle. I walked back to my patrol vehicle and began to issue him two citations. As my printer connected, my computer dropped the VPN, causing it to lose connection and needing to be restarted.

During the time it took to log back in, London took it upon himself to call the emergency 911 dispatch, ordering them to send more officers for me as I was taking too long and needed backup. I did not need backup, and there was no inherent emergency present that would need a 911 call. I then notified him that he was under arrest for misuse of 911 and arrested him.

While attempting to put him in the rear of my patrol vehicle, London then wedged his foot against the door, obstructing me from closing the door and fully affecting the arrest. After multiple attempts, I was able to secure him in the rear of the vehicle and transported him to the Bibb County LEC. All warrants were secured.
