On October 5, 2025 at approximately 1812hrs I, Cpl. J. Holmes was dispatched [REDACTED BY AGENCY] in reference to sex offenses.

Upon my arrival, I met with the behavioral health staff and they referred me to a patient named [REDACTED BY AGENCY] in room [REDACTED BY AGENCY]. [REDACTED BY AGENCY] stated that she was given medication that made her drowsy and she went to sleep in her assigned room [REDACTED BY AGENCY]. While asleep, she states that she was awakened when the patient from [REDACTED BY AGENCY], Darrion Fraley lying next to her attempting to place one of his hands inside the front of her pants. She stated that when she woke up, Fraley got up and left the room.

Fraley stated that he walked over to [REDACTED BY AGENCY] and asked [REDACTED BY AGENCY] if he could enter her room and she told him to come in. He in initially stated that he did not touch [REDACTED BY AGENCY] when asked about contact. I asked Fraley if his statement would be the same as what the cameras show and he stated that he did touch [REDACTED BY AGENCY] on the side of her abdomen. He then stated that when he left [REDACTED BY AGENCY]s room that she tried to come into his room [REDACTED BY AGENCY]. [REDACTED BY AGENCY] Public Safety confirmed by video that [REDACTED BY AGENCY] did not go to [REDACTED BY AGENCY] and was not near [REDACTED BY AGENCY] where Fraley is housed.

Investigator Moss was notified and will follow up on the case.

[REDACTED BY AGENCY] was given a crime victim rights pamphlet with the associated case number and reporting deputy’s information.
