On Sunday, August 10th, 2025, at approximately 0957 hours, I (Corporal M. Ha #2107) responded to 2258 Barnes Ferry Road in reference to a hit and run. Upon my arrival, I made contact with [VICTIM #1] and [VICTIM #2] who only spoke little to no English. I requested Sergeant H. Beltran come to the scene to translate.
On translation through Sergeant Beltran all information was gathered as follows:
[VICTIM #1] and [VICTIM #2] had made a delivery somewhere on Schley Street. [VICTIM #1] advised that while they were dropping off the items, a white male subject came at them with using profanities and harassing them. When they got into their vehicle (Toyota Avalon) and attempted to leave Schley Street. He stated that the white male and a female subject got into a blue in color Honda Accord or Civic Hatchback. [VICTIM #1] advised that the male subject backed into his vehicle and took off from the scene of an accident. He stated that he followed the vehicle in an attempt to get a tag number of the vehicle.
In an attempt to elude from [VICTIM #1] and [VICTIM #2], the vehicle went south bound on Hawkinsville Road. They still followed the vehicle. The suspects took a left turn on Barnes Ferry Road. When the vehicles were approaching the railroad tracks, suspect lost control of the Honda vehicle and ran into the ditch next to the railroad tracks. The white female and white male suspects got irrate and at one point the male suspect charged at [VICTIM #1] and [VICTIM #2] with a long bladed knife.
In a short while [VICTIM #1] and [VICTIM #2] attempted to call the police, however, they could not speak English well to actually let dispatcher know what has been going on. The suspect had apparently called and reached out to someone to help them get out of the ditch. Moments later, a gold in color Toyota Highlander with a tag of [REDACTED] arrived on scene. An older white male came out of the vehicle. [VICTIM #2] had a video of the male subject in a Toyota Highlander charging at their vehicle with a wooden stick and struck the front windshield damaging and shattering the front bottom part of the windshield. Later the Highlander was able to get the Honda out of the ditch. They fled the scene on Barnes Ferry Road.
I had dispatch run the tag of the Toyota Highlander. Dispatch advised that the vehicle belonged to [WITNESS #1] with the address of [2100 BLOCK] Liberty Church Road. We went to look for the vehicle, however, the vehicle was not on scene at the time. However, the vehicle owner was in the front yard of the house near the porch. I was able to make contact with [WITNESS #1] who advised that her son (Ronald Baker) had the vehicle. I asked if she knew where Ronald was. She stated that she does not know but he left with the vehicle few minutes ago and his phone is dead. I advised her that we are just investigating an incident that occurred with the vehicle.
I was able to have [VICTIM #1] send me a photo of the suspect in the Honda. I send out an email of the photo. Investigator A. Grant replied to my email and gave me the information about the suspect. Suspect was identified as Devin Baker. I will sign warrants for both Ronald and Devin Baker. [VICTIM #1] was provided with the victim’s case brochure.
