On 12/14/2025, Dep. Tre. Lewis was on scene at an unrelated call involving a dispute in the area of [300 BLOCK] Woolfolk Street. While preparing to clear that call, I observed a possible hit-and-run incident.

I witnessed Jasmine Bell operating a 2010 Chevrolet HHR when she backed into a black 2014 GMC Yukon bearing Georgia tag [REDACTED], owned by [VICTIM #1]. After striking the vehicle, Bell proceeded to leave the scene and drove out of the area. I immediately entered my patrol vehicle and positioned it in front of Bell’s vehicle to stop her.

I made contact with Bell and instructed her to exit the vehicle, which she did. The Chevrolet HHR was not displaying a registration tag. Bell was unable to produce a valid driver’s license. I ran her name and vehicle information through GCIC, which returned that her driver’s license was suspended/revoked. GCIC also indicated the vehicle had no valid registration and no insurance.

While speaking with Bell, I detected a strong odor of alcoholic beverage emitting from her person. Based on the totality of the circumstances, Bell was taken into custody. Her vehicle was towed by Kitchens Garage.
