On February 19, 2026, at 1428 hours, I was dispatched to 3535 Mercer University Dr. (Capital City Bank) in reference to a distress panic alarm. Cad notes stated that the tellers was hiding in the back of the branch for safety and that a black male last seen wearing a camo baseball cap, white T-shirt, black backpack, and black jeans was refusing to leave. Upon my arrival, the male subject matching the description provided by employees was observed outside in the parking lot and was detained.
I made contact with the branch manager (Identified as [WITNESS #1]). She stated the suspect (later identified as Jeffrey Harris) had been calling the bank over the past three days. She stated he came into the branch approximately a week ago being disorderly and took multiple bank deposit slips and envelopes. She stated Harris had been told several times not to come into the branch. She stated he has no official business with the bank and that his account was charged off in 2023. She stated she told Harris several times to leave the bank, he refused, and then became belligerent with her, causing the tellers and customers to retreat for their safety.
I made contact with another employee (Identified as [WITNESS #2]). She stated that Harris has been calling the bank and specifically asking for her by name after learning her name from how employees answer the phone. She stated she spoke with him earlier today and told him that he was not allowed at the bank and not to come.
Harris stated he was at the bank because he had money in the bank. He stated he called [WITNESS #2] and asked if he could come and she told him to come. He was found with hundreds of bank deposit slips and envelopes with the Capital City Bank logo on his person after being patted and searched for weapons, etc. He stated that it was his money and he’s had it before today. The slips and envelopes were returned to the bank.
Harris was arrested and transported to Bibb County LEC for the offense of Criminal Trespass and Disorderly Conduct. He was made aware that he was banned from all Capital City Backs. Warrants were secured.
