On Monday, September 8, 2025, I, Sgt. Christopher Collis responded to [1900 BLOCK] Wesleyan Dr., Apt. [REDACTED], in reference to a domestic incident reported by an unknown female.

Upon arrival, four unknown females approached me and stated that they had intervened in a domestic altercation after hearing a female screaming for help. According to the female witnesses, they did not see anything physical take place between the two parties, whom I later identified as [VICTIM #1] and J Quan Davis. One of the female witnesses did say that they heard Davis tell [VICTIM #1] that if she didn’t get back in the apartment, he was going to beat her a*s. The neighbors stayed with Ms. [VICTIM #1] until Davis left and I arrived on the scene.

After speaking with the neighbors, I made my way to Ms. [VICTIM #1]’ apartment [REDACTED]. Ms. [VICTIM #1] walked with me down the steps to the parking lot. Ms. [VICTIM #1] stated that she told Davis the evening prior that their relationship was over due to Davis putting his hands on her three separate times. The next morning, after she got out of the shower, Davis confronted her, and the situation spiraled out of control.

According to Ms. [VICTIM #1], Davis kept using the palm of his hand to mush her in the face and keep her from leaving. Things escalated to physical violence as she continued to try to get away from him. Ms. [VICTIM #1] said that Davis hit her using a mixture of open-hand and closed-fist strikes to her head and face. Davis ended up knocking Ms. [VICTIM #1] to the ground, then grabbed her by the neck and started to squeeze, making it impossible to breathe.

Ms. [VICTIM #1] stated that Davis suddenly let go of her neck, and she took the opportunity to get away. Ms. [VICTIM #1] got to her feet and sprinted for the front door, screaming for help. Ms. [VICTIM #1] exited the apartment and ran down the stairs towards the parking lot. The ring security camera on the bottom floor of the neighbor’s apartment captured a small video of Ms. [VICTIM #1] as she fell at the bottom of the stairs, screaming for help. The same neighbor had another security camera located on her back porch that pointed out into the parking lot. It shows Ms. [VICTIM #1] sitting next to the rear driver’s side tire of a small black SUV. The video also shows Davis approach Ms. [VICTIM #1] while holding her daughter, [REDACTED BY AGENCY]. Ms. [VICTIM #1] is crying hysterically as Davis tries to convince her to go back into the apartment.

In the video, you can see Ms. [VICTIM #1] continuously push Davis’s hand away from her as she yells out that he tried to kill her. After what seemed like several minutes had passed, an unknown female from a neighboring apartment building ran into view of the camera. The female grabs Ms. [VICTIM #1] and takes her away from Davis. They move out of the camera view at that point. Davis would end up fleeing the scene on foot. Ms. [VICTIM #1] stated that after each of the past incidents, Davis went to one of his brothers’ places. Ms. [VICTIM #1] said that one brother resides at the Adrian Apartments ([5200 BLOCK] Riverside Dr) and the other at the Pointe Grand Apartments ([5600 BLOCK] Riverside Dr), but she didn’t know what apartment number.

Before leaving, I provided Ms. [VICTIM #1] with additional resources dealing with domestic violence. I left her with a case card and a case number, instructing her to call back if Davis returned. I recorded the two short videos on my body-worn camera. I will issue a warrant for aggravated assault by strangulation against Davis in this incident.
