On Thursday March 26, 2026 around 0843, I Lt. Smith was preparing to set up for the 3rd St. Park event for the Cherry Blossom Festival when a call went over the radio for a disorderly white male using profanity towards people at the intersection of 3rd St at Cherry St. I then approached the intersection and observed a white male identified as Kevin Thomas Redd was sitting on a bench on the Third St. side next to the Bohemian Den cussing a male out sitting near the fountain.

As I approached I instructed Kevin to leave the area and he complied. I approached the people who stepped out of their business. They advised that he was threatening to fight the individual at the fountain, and are surprised Kevin did not get assaulted due to the fighting words he was using.

After Kevin left the area I walked back to my vehicle. Moments later another call came across the radio that Kevin was now across the street from The Rookery cussing at people and being disorderly. I the walked to that area and saw Kevin shouting profanities towards anyone walking through the area.

I also saw [REDACTED] standing outside of The Rookery making sure Kevin does not come near his business. As soon as I started approached Kevin he started to walk away through the ally way. While he was walking away he continued to use profanity towards me. I then followed him all the way towards Cherry St at Cherry St Ln.

While on Cherry St. Kevin continued to use profanity towards me. Telling me to “Get the Fu*k away from me!” I then instructed him to stop. He continued to walk away from me. I then drew my issued taser serial number T19E86341. I then gave him the command to stop or I will tase him. He continued to walk away while using profanity.

I then shot two probes at him. The first probe landed in his left shoulder area. The second probe was aimed at his back thigh but did not make a connection. I then used a third probe towards the same area. That landed on him but due to him moving and his clothes being baggy it did not make a connection past his pants. Kevin then started to run away from me.

After a brief foot pursuit I was able to place him in custody. After my hand cuffs were placed on him in the rear and double locked, Kevin then became dead weight. I requested another unit to come to the scene to assist me with putting Kevin in a patrol car. Once back up arrived we were able to place Kevin in the back of a patrol car. After Kevin was secured in a patrol car I was able to recover two prongs from the taser. EMS was called to the scene to check on Kevin for being tased. He was then transported to the Bibb County LEC for booking a detention.

Once at the pat down counter a glass pipe was found in Kevin’s pocket. The glass pipe had a cigarette butt filter at one end, and is consistent for smoking illegal substances. The glass pipe will be turned into the crime lab for safe keeping along with the two taser prongs.

Kevin was booked into the Bibb LEC for Obstruction of a Peace Officer, Disorderly Conduct, and Possession of drug related objects. The serial numbers to the two prongs recovered are 461-004221, and 461-004350
