On August 19, 2026, I, Deputy Robinson, was dispatched to [3400 BLOCK] Brookdale Ave. in reference to a domestic dispute.

Upon my arrival, I spoke with Ms. [VICTIM #1], who stated that her child’s father, Mr. Louibens Noel, was upset with her because she had been involved with another male approximately one year ago. Ms. [VICTIM #1] stated that Mr. Noel scratched her on the neck. I observed visible marks on Ms. [VICTIM #1]’s neck. I then asked Deputy Lewis to respond to the residence with me in an attempt to locate Mr. Noel. Shortly afterward, Mr. Noel fled on foot. Mr. Noel ran toward Brookdale Ave. I was later dispatched to another call. Upon my arrival, I spoke with Ms. [VICTIM #1] again. Ms. [VICTIM #1] stated that Mr. Noel had taken her house keys and was currently in the white box truck. I advised Ms. [VICTIM #1] that I did not see Mr. Noel at that time and that, while I was speaking with her, he had already left the area in the box truck.

Ms. [VICTIM #1] stated that Mr. Noel had warrants and that she believed he was attempting to return to Florida.

In an attempt to locate Mr. Noel, Deputy Lewis, Deputy Brooks, and I returned to the residence. I then requested dispatch reactivate the original call so we could continue attempting to locate Mr. Noel. Upon my arrival, I knocked on the front door and announced myself as the Bibb County Sheriff’s Office. Ms. [VICTIM #1] answered the door without clothing and looked at me. Ms. [VICTIM #1] stated that she was fine. I then asked Ms. [VICTIM #1] where her boyfriend, Mr. Louibens Noel, was. Ms. [VICTIM #1] looked at me and asked, “For what?” before closing the door.

I knocked on the door again. Ms. [VICTIM #1] answered the door a second time, at which point I asked her again where Mr. Noel was. Ms. [VICTIM #1] stated that he was not there and proceeded to close the door.

I knocked again, and Ms. [VICTIM #1] returned to the door wearing a bath towel. I asked Ms. [VICTIM #1] again where Mr. Noel was. She stated that he was not there. I advised Ms. [VICTIM #1] that Mr. Noel was inside the residence because I could see him walking through the residence through a partially opened blind. It was not determined whether Ms. [VICTIM #1] was intentionally attempting to hide Mr. Noel’s presence or whether she was afraid to provide his location. Ms. [VICTIM #1] initially stated that Mr. Noel was not at the residence, despite my observation of him inside the residence.

Deputy Lewis and I then repositioned ourselves, with Deputy Lewis moving to the rear of the residence and me remaining near the front.

A few minutes later, Mr. Noel exited the front door and began running. Mr. Noel jumped over a fence, and I pursued him on foot as he ran toward Brookdale Ave. Mr. Noel was able to reach a white box truck and entered the vehicle.

Mr. Noel then began fleeing the area in the white box truck. Deputy Lewis initiated a vehicle pursuit over the radio, and I became the secondary unit while additional units were requested to assist with the pursuit.

DEFENSE FILES MOTION TO SET BOND FOR LOUIBENS NOEL

What this means: On September 28, 2026, defense attorney Jordan Feagan filed a Motion to Set Bond on behalf of Louibens Noel in Bibb County Superior Court, Case No. 2026-MCR-007484. Through this motion, Noel’s legal team is asking the court to set a reasonable bond amount so that Noel can be released from jail while his case moves forward. The motion notes that Noel has been held in custody since his arrest on August 19, 2026, that no grand jury has yet considered the charges against him, and that he maintains his innocence. The motion also requests that a bond be set without waiving Noel’s right to a Preliminary Hearing — a separate proceeding where a judge would review whether there is enough evidence to hold him on the charges. A hearing on this motion is expected to be scheduled by the court.
