On Thursday, January 22, 2026, at approximately 2140 hours, I, Cpl. Raines responded to [400 BLOCK] Forest Hill Rd [REDACTED] in reference to shots fired.

Upon my arrival, I spoke with [VICTIM #1]. He stated that he was driving his vehicle bearing Georgia tag [REDACTED], leaving out his apartment complex, when he saw a vehicle speeding towards him. He stated he slammed on breaks to avoid hitting the vehicle. He stated that’s when the other driver (Neal Kehaya) shot at him. I observed a dent in the front right bumper. He stated that the dent was already there. I then observed that the back windshield was shattered, and the front windshield had two bullet holes on the driver’s side. I asked Mr. [VICTIM #1] how many shots he heard. He stated 4. I searched for the apartments for shell casing but did not find any.

I then went to [2900 BLOCK] Thornwood Dr. Upon my arrival, I spoke with Neal Kehaya in the kitchen, who stated that he and his girlfriend were on the way home from the movies. He stated that’s when Mr. [VICTIM #1] hit his vehicle bearing Georgia tag [REDACTED]. He stated that Mr. [VICTIM #1] then fled the scene. He stated he chased Mr. [VICTIM #1] to get his tag. He stated he shot at Mr. [VICTIM #1]’s vehicle. I asked how many times he shoot, and he stated about 7 to 8 times. I then asked him where the firearm is bearing the serial number AGMZ760 was. Mr. Kehaya kept asking if was I going to take his firearm. He then showed me where the firearm was. I asked him not to pick it up due to the crime the firearm was used in. I then picked up the firearm and unloaded it. I then asked Mr. Kehaya if he wanted to show me where his vehicle was damaged. I observed minor damage to the vehicle on the right side. Mr. stated he was standing in front of Mr. [VICTIM #1]’s vehicle and almost got hit.

I then detained Mr. Keyhaya and transported him to the Bibb County Law Enforcement Center. The firearm will be entered into the crime lab. I gave the victim both a case card with the case number.
