On 9/21/25 approximately 2134 hours, I TFC. Andrae’ Holmes was patrol Bibb County Georgia when I heard a Bibb County Deputy ask for assistance from the Georgia State Patrol with a possible impaired driver. I then responded to Georgia 247 and Ricemill Road.

Once on scene, I made contact with Deputy D. Jones who stated that he was sitting stationary when he noticed a light colored pickup truck pass him at a high rate of speed. Deputy Jones stated that he then pulled out from where he was sitting and attempted to catch up with the vehicle. Deputy Jones stated that as they approached the intersection of Georgia 247 and Georgia 22, the light colored pickup ran the light as it was red. He stated that the vehicle then accelerated and then stopped suddenly at the corner of Georgia 247 and Ricemill Road. Once contact was made by Deputy Jones and the Driver, that was when he made the decision to get assistance with Field Sobriety.

Once receiving all pertinent information from Deputy Jones, I then made contact with the Driver (Peter Hall) who was sitting in the Driver’s seat crying. I asked Peter how much had he had to drink and he stated 2 beers. I then asked Peter to step out of his vehicle and walk to the front of my vehicle. As he was walking, I noticed that he was very unsteady on his feet and couldn’t walk straight. When Peter reached the front of my patrol vehicle, I asked him where he was coming from and he stated that he was headed to Warner Robins to pick up his wallet from a female friends house, because he needed it for work the next day. I did notice that Peter’s eyes were bloodshot and watery and he stated that his eyes always get like that.

I then began to medically clear Peter for the Standardized Field Sobriety Test and he stated that he had a rode in his right leg and couldn’t do the walk and turn or the one leg stand. I then told Peter I was going to check his eyes and he stated that he had natural Nystagmus. As I began checking for equal pupil size and equal tracking, I had Peter to look at my finger and immediately he had natural Nystagmus and I was unable to check for HGN (Horizontal Gaze Nystagmus).

I then retrieved my Department issued Alco-sensor and explained to Peter on how to give a correct sample and he did and it read positive. Peter was arrested for DUI and read the correct implied consent and he agreed to the state administered test of his breath.

Peter’s vehicle was released to his friend that he wanted to get it and he was transported to the Bibb County LEC where he performed the state breath test on the Intoxilyzer 9000 (Ser# 90-000741) with a result of .145 at 2230 hours. After completion of the test, Peter was released to Booking Deputies.
