Warning: The following report describes alleged violence against/neglect of animals.

BIBB COUNTY, Ga. – Sheriff’s deputies arrested a Macon woman on November 15, 2024, and charged her with animal cruelty after responding to her residence regarding the abandonment of animals at Roff Avenue on September 5, 2024. Brittany D’Ree Carr told the deputy and the assistant animal enforcement director that the two pink hairless dogs belonged to her son, and she had cared for them until she “became unable to due to financial circumstances.”

She said her son routinely brings home stray dogs. The two dogs suffered from long-term untreated mange, which a deputy noted caused prolonged pain. The deputy stated that Carr knew the dogs were sick yet failed to seek medical attention. Carr admitted to abandoning the dogs after stating she was traveling to take them to animal control but got lost and did not have enough gas to continue looking for the facility, so she decided to abandon them instead.

During the interview at her home, a brown Husky-type dog emerged with a large scab on the right side of its head. When the deputy questioned Carr, she said the dog had been hit by a car two days ago, but she had not brought the injured canine to a vet.

Carr said there was a dog that recently had puppies, but several had already died. The deputy and director searched the yard and found the mother dog, a live puppy, and one deceased puppy.

The animals were transported to the Macon-Bibb Animal Welfare Center, where, sadly, the mother dog and her puppy were euthanized after exposure to parvo. The Husky-type dog was placed in intake, pending the cost of care and a veterinary exam.

Carr’s sister and son were also charged for abandoning dogs.

Investigator Hester and Assistant Animal Enforcement Director [WITNESS #1] drove to [1100 BLOCK] W Grenada Terrace for an investigative follow-up on the abandonment of animals that occurred on September 5, 2024, at 3301 Roff Avenue. Upon arrival, Hester knocked on the door, and after a few minutes, a white female emerged and identified herself as Brittany Dree Carr. Carr was a suspect in the abandonment case.

I began a field interview with Carr regarding the abandonment case. I questioned her about the two pink hairless animals that were found abandoned on Roff Avenue. She stated that those dogs belonged to her son and that she had cared for the animals until she became unable to due to financial circumstances. Carr mentioned that her son routinely brings home stray dogs and admitted to having exercised care and control of the two pink hairless dogs before they were abandoned.

The two animals had long-term, untreated mange, which causes prolonged pain. Carr stated she knew the dogs were sick but did not seek medical attention.

While on the scene, a brown Husky-type breed emerged with a large scab on the right side of its head, prompting me to question Carr about this animal. She stated it had been hit by a vehicle about two days ago. When asked if she had taken the animal to the vet, she replied no. [WITNESS #1] inquired about other dogs, and Carr mentioned there was a dog that had recently had puppies, several of which had died.

Carr gave permission to enter the backyard to look at the animals. I observed a black dog, which was the mother of the puppies. This dog had medium hair loss and a sparse coat. [WITNESS #1] entered the crawl space under the home and found one puppy. After a thorough search of the backyard by Officer Strickland, Hester, and me, a deceased puppy was found lying on the grass. [WITNESS #1], Strickland, and Mitchell removed three live animals and one dead animal. The animals were taken to Macon-Bibb Animal Welfare, where the mother dog and her puppy were euthanized after exposure to parvo. The Husky-type animal was placed in intake, pending the cost of care and a veterinary exam.

On September 5, 2024, I conducted another field interview after observing a vehicle matching the description of one used to abandon animals at an illegal dump site on Roff Avenue. The vehicle, a white Chevrolet Suburban, was positively identified by its tag number. I spoke with Carr’s sister, Mrs. Rollis, who admitted that she and Carr’s son, Malaki Carr, were responsible for abandoning the animals. She stated that Carr intended to bring the animals to the animal shelter but got lost and decided to abandon them instead. Mrs. Rollis further explained that her GPS led her to the wrong location and that she had no fuel to continue traveling to the BCSO Animal Welfare Center.

I issued a citation for two counts of abandoning a domesticated animal to Malaki Carr. I am awaiting Mrs. Rollis to come and receive her citations sometime this week.
