On 05/26/26 at approximately 0911 hours, I responded to [2000 BLOCK] Forest Hill Road (Forest Ridge Apartments) in reference to a suspicious person complaint.
Complainants reported an unknown male acting erratically within the apartment complex. Witnesses stated the subject had followed one resident on foot and was observed chasing after another female resident’s vehicle as she attempted to leave the property.
Upon arrival, I made contact with a male later identified as Raheim Williams. Williams appeared to be heavily impaired, exhibiting profuse sweating, slurred speech, incoherent statements, rapid mood swings, and other signs of intoxication. I could immediately detect a strong odor of an alcoholic beverage emitting from his person.
When questioned about substance use, Williams stated he had used methamphetamine earlier that morning. Due to his behavior and physical symptoms, which were also consistent with possible synthetic cannabinoid (K2) use, Williams was asked if he had consumed K2. He initially denied using the substance, but later stated that he had. It was not possible to determine with certainty what substances had been consumed.
Several articles of Williams’ clothing and personal property were found scattered on the ground nearby, indicating he had begun removing his clothing while on the property.
EMS was requested to respond as a precaution due to Williams’ apparent level of impairment. Residents and apartment staff advised that they did not recognize Williams and did not believe he resided at the complex. When asked for his address, Williams claimed to live at a neighboring apartment complex.
A maintenance employee acting on behalf of Forest Ridge Apartments requested that Williams be removed from the property. Due to the alarm and concern caused by his actions, his apparent intoxication, and the fact that he was unable to properly care for his own safety and welfare, Williams was taken into custody without incident.
After being advised of his Miranda rights, which he stated he understood, Williams voluntarily agreed to provide a breath sample. A preliminary breath test administered at the scene indicated a blood alcohol concentration of 0.265.
Williams was transported to the Bibb County Law Enforcement Center for detention processing and detoxification.
