On 4/24/2025 at approximately 1838 hours, I, Deputy Jonah Gordon 2748, responded to [1000 BLOCK] Carlisle Ave in reference to a person shot.

I arrived on scene and observed a female, later identified as [WITNESS #1], standing over another female on the ground, identified as [VICTIM #1]. They were outside in the grass in the yard of the residence. I approached and observed [VICTIM #1] was clutching her lower stomach. I attempted to gather information from her. She provided her personal information. I asked her who shot her and she would not tell me. I observed a pair of brass knuckles on the ground near her. Corporal Holmes arrived on scene and placed a bandage over the area she was clutching. I observed a hole that appeared to be a bullet wound on her lower right stomach area. EMS arrived on scene shortly after. I also observed a white Honda Civic parked a few feet from where [VICTIM #1] was laying on the ground. The driver side door was wide open. The vehicle was checked through GCIC/NCIC (GA tag [REDACTED]) and it was later determined to be [VICTIM #1]’s vehicle.

While EMS was tending to [VICTIM #1], I spoke with [WITNESS #1]. She stated she was inside the residence and she heard a car pull up and then she heard glass breaking. She stated she believed [VICTIM #1] broke one of the residence windows. I later checked the windows and there was no observed broken window. I asked [WITNESS #1] who shot [VICTIM #1] and she said she didn’t know. I asked who was in the house and she said a bunch of people. [WITNESS #1] and [VICTIM #1] both have a child with the same male.

While I was on scene I observed a black male wearing a black shirt come out on the porch. He was crying and loudly distraught. I believe I saw him go in and out of the house, on to the front porch a couple times.

There were several people outside walking around the scene area. After [VICTIM #1] was placed on the back of the ambulance to be transported to the hospital, I collected the brass knuckles and secured them in my vehicle. I later placed them in evidence at the Bibb County Crime Lab.

Corporal Holmes approached me on scene and provided me information of a white female on scene, [REDACTED]. He advised [REDACTED] is [VICTIM #1]’s mother.

I requested dispatch have a persons crime investigator call my phone, but before one did, Inv. D Hall with the persons crime investigation unit arrived on scene. I briefed him on the situation. The investigation was turned over to him at this time. I stoodby while Inv. Hall spoke to individuals on scene.

After Inv. Hall finished speaking to parties on scene, he informed me that he believes the suspect is Rashid Rondon. He provided me personal information for Rashid. I checked him through GCIC/NCIC and provided Inv. Hall with the return. Rashid was not located on scene.

When I checked [VICTIM #1] and [WITNESS #1] through GCIC/NCIC, it returned that [VICTIM #1] has an active protection order against [WITNESS #1].

Per Inv. Hall, [VICTIM #1]’s vehicle was released to her mother, [REDACTED].
