[NARRATIVE #1 on April 10, 2023]

On April 10, 2023, I, Deputy Pettigrew was dispatched to the address of [1700 BLOCK] Third Ave Unit [REDACTED] in reference to a Domestic Disturbance.

Upon my arrival, I made contact with [VICTIM #1] and she informed me that Ronnie Stephens became upset that she was doing something for her mother. When she got home early he snatched her phone from her and took it. After some time had passed he agreed to meet her at the above address to return her phone to her. [VICTIM #1] made a statement to Ronnie and then that is when he used his hands to choke her resulting in her passing out as she told me.

Ronnie was not at the scene when I arrived but he did want to speak over the phone. He was advised to come and make contact with me but he did not do so. [VICTIM #1] informed me that her gun was taken from her by Ronnie months ago and he will not return it. She could not provide information other than it being a Tarus 9mm pistol firearm.

Warrants will be issued for the arrest of Ronnie Stephens following this incident report.

[NARRATIVE #2 on July 09, 2023]

On July 9, 2023 at approximately 1836 hours I, Deputy F. Gray was dispatched to Lawton Rd/ Dannenberg Ave in reference to assault. While enroute the caller advised tall black male Ronnie Stephens with white tank top on jeans took his gun and shot out his 2007 burgundy in color Hyundai over a girl. The subject left in white F250.

Upon my arrival, I met the Mr. [VICTIM #2] and his girlfriend Ms. [VICTIM #3] at [2000 BLOCK] Belmont Ave. Mr. [VICTIM #2] stated while he was on Lawton Rd, Mr. Ronnie Stephens had pulled up and got out of his vehicle and asked he what he want to do and asked did he have a gun on, Mr. [VICTIM #2] stated he had walked away from Mr. Stephens.

He stated Mr. Stephens had walked to the passenger side of his girlfriend Sante Fe truck and while the window was half way down and broke the window glass and reach inside of the vehicle and took her black in color ruger .380, he stated they got into a fight over the gun and when he stop fighting Mr. Stephens he stated he got into the truck to leave and saw Mr. Stephens pointed the firearm at his girlfriend truck while he was driving off and fired two shots at the vehicle. Mr. [VICTIM #2] stated he pulled a gun on him and his mother before from previous incidents. He said he think Mr. Stephens still mad at him over a female. No injuries reported.

Warrants will be sought. Further investigation is not required.

[NARRATIVE #3 on December 16, 2023]

On Saturday, December 16, 2023, at approximately 0901 hours, I Cpl J. Stokes #2223, responded to 1100 Parkway Dr (USDA Cotton &Tobacco) in reference to a domestic disturbance.

Upon arrival, I made contact with [VICTIM #4] who stated that her ex-boyfriend, Ronnie Stephens, will not return her vehicle [REDACTED] that he has had since Wednesday. He uses the vehicle to drive to her work and cause problems. [VICTIM #4] also stated that last night, Stephens kicked in the door of her apartment because he could not get in after she changed the locks. [VICTIM #4] is fearful of Stephens and does not understand why he won’t just return her vehicle and leave her alone after they broke up.

[VICTIM #4] vehicle will be reported stolen in NCIC/GCIC. [VICTIM #4] did state that if law enforcement gets behind him, he will give them a chase. Stephens has several warrants from different counties to include Bibb. Stephens will have warrants issued for theft by taking motor vehicle and criminal trespass for kicking in her door.

[VICTIM #4] was provided a victim case brochure.

[NARRATIVE #4 on January 28, 2024]

On the date of 01/28/2024 I was dispatched to [400 BLOCK] Lamar Rd N apartment [REDACTED] in reference to a domestic disturbance.

When I arrived on scene I made contact with [VICTIM #4]. She stated that her ex boyfriend Ronny Stephens had came to her residence and kicked down her door. She stated that he kicked in the door, walked through the apartment and left. She stated that he did not touch her or say anything he just walked through the apartment and left.

I notice that there were stacks of shoe boxes and clothes in the living room and I asked [VICTIM #4] were they Ronny’s belongings and she stated that they were. [VICTIM #4] has a active temporary protective order on Ronny. The front door frame to the residence had been damaged. While on scene Ronny kept calling [VICTIM #4]. I told her to answer the phone and put it on speaker and she did and Ronny was on the phone. Ronny did call [VICTIM #4] which is a violation of the temporary protective order.

Ronnie Stephens did commit O.C.G.A. (16-7-21) criminal trespass when he came to [VICTIM #4] residence kicked her door and caused damage. He also committed O.C.G.A. (16-5-91) Aggravated Stalking when he came to [VICTIM #4] residence kicking down her door and calling her when there was a temporary protective order on him.

Warrants will be issued for Ronny Stephens. [VICTIM #4] was given an informational brochure with the case number written on it.

[NARRATIVE #5 on September 09, 2025]

On September 9, 2025, I (Deputy D. Stokes) was dispatched to [1600 BLOCK] Winston Dr. Macon, GA in reference to terroristic threats.

Once on scene, I spoke with Ms. [VICTIM #5] who stated that a friend of her husband named Ronny Stephens has been obsessed with her and has made terroristic threats against her. She stated that in times past he has shot at her and hit. She admitted that it was a friendship that got physically intimate at times but that she is not leaving her husband.

She said he threated to kill her today in a phone call. According to [VICTIM #5] phone, she then blocked him but he called from the same number 59 times. She said he has also called from private numbers. The number she blocked was [REDACTED BY AGENCY].

I gave [VICTIM #5] a victim’s case pamphlet and advised her of county resources she could use. Warrants for harrasing calls and terroristic threats will be taken out for Stephens.

[NARRATIVE #6 on April 28, 2026]

On April 28, 2026, I, Sgt. Craig Lewis, was in the area of Tindall Heights looking for a wanted suspect’s vehicle that was on FLOCK heading in that direction.

Upon checking the area, I saw the vehicle parked by the leasing office. I then began to watch the vehicle and observed Ronnie Stephens getting into the vehicle. Stephens was known to have several warrants of Bibb County for felony offenses.

The vehicle then pulled around and stopped at [1700 BLOCK] Campbell Avenue, where his mother lives. The suspect had walked inside by the time I came around the corner. I then notified surrounding deputies to come assist and lock the house down in order to get a warrant. While deputies were en route, Stephens came out and got back in a Toyota Camry with a tag of [REDACTED].

The suspect vehicle then proceeded down Elizabeth Street, where a traffic stop was made. Cpl. Vonderhuevel attempted to box in the vehicle as Stephens was known to flee on foot and in vehicles. Stephens then evaded the block and made a left turn onto Henrietta Street, still disobeying the lights and sirens.

We then made a left onto Elizabeth Street, where I then initiated a PIT maneuver, and Stephens recovered. I then initiated a second PIT near Campbell Avenue, where the vehicle was brought to a stop. The driver exited the vehicle, and we took Stephens to the ground, and we were able to get him into handcuffs secured in my vehicle. I notified Lt. Inzar of the PIT and that there was no damage to my vehicle.

An inventory of the vehicle was done, and I was able to locate a Cobra revolver under the driver’s seat. Stephens was known to be a convicted felon and to carry a firearm. Cpl. Vonderhuevel secured the weapon in his vehicle as I completed the search and turned it into the crime lab.

The car was turned over to Lester Towing.

Stephens had several warrants to include Aggravated Assault (3 counts), Cruelty to Children Felony (4 counts), Aggravated Stalking (1 count), Felony Thefts (5 counts), and many more.

During this incident, Mr. Stephens was seen going from his mother’s place of residence. Deputies have been to Ms. Ballard’s house on several occasions to serve the warrants on Stephens. Ms. Ballard has known that he son does have valid felony warrants, but continues to let her son stay at the house and hides him from deputies. Ms. Ballard was taken into custody as well.
