On Tuesday, May 05, 2026, I, Sgt. Christopher Collis responded to [200 BLOCK] Plantation Center Dr N., Apt [REDACTED] regarding a public indecency complaint. While en route to the location, I received video evidence taken by a female tenant who wished to remain anonymous at the apartment complex showing an elderly white male that I later identified as Tomthy Rhodes standing completely naked and mast*rbating in his living room windows, which are positioned right towards the parking lot where other tenants, including small children and other adults, live. According to the complainant, this incident has occurred multiple times, and tenants filed a report with the leasing office.
When I arrived on scene, I spoke with the office staff. They were aware of the complainant, but were still trying to navigate what they called a complex situation. I left the leasing office and headed to apartment [REDACTED]. As I ascended the stairway towards the apartment, I noticed that the front door was wide open. I continued up the stairs, and what I saw at the top was disturbing. Mr. Rhodes was sitting a couple of feet from the front door on an end table, completely nude, mast*rbating. Mr. Rhodes was so caught up in what he was doing that he did not know I was there until I yelled out to him. Mr. Rhodes front door sits directly across from his neighbor’s apartment [REDACTED], and if the neighbor above him were coming home, they would have to pass in front of Mr. Rhodes door.
After Mr. Rhodes put his clothes on, I took him into custody and charged him with public indecency. I transported Mr. Rhodes to the Bibb County LEC and turned him over to jail personnel without incident. This case is closed by arrest.
