On October 9, 2025 at 1214 hours I, Sgt. M. Dorough, responded to Holly Street at Monroe Avenue in reference to a person cut.
Upon arrival, I found a white male (found to be [VICTIM #1]) sitting on a chair, in a yard, appearing to be in a lot of pain with about a 2″ laceration to the top of his head. He also had marks to his face. As we were tending to his wounds, he complained about severe pain to his right side. I asked if he was cut but as he lifted his shirt, noticed a large knot to his rib cage. Due to the pain he was in and EMS arriving on scene, he could not answer my questions other than a guy name “Travis Lowe” jumped him.
There were several civilians in the area who stated Travis has done this multiple times to other people. They said he lives in a “bando” (abandoned house) the next street over (Monroe Avenue). After EMS left, we walked around the corner to a “shack” with a burn pile out front. It was more of an open field. I spoke to [WITNESS #1] who stated he saw the altercation. He stated Travis jumped on [VICTIM #1] and was being held down by a female. He didn’t want to talk much due to retaliation from Travis.
After speaking to [WITNESS #1], Deputy C. Stubbs and I walked down Monroe Avenue as he saw the suspects walking this way when we all arrived on scene from the initial call. I am familiar with [2400 BLOCK] and [2400 BLOCK] Monroe Avenue due to my experience in this district. I know this duplex has been vacant for quiet some time as we have had multiple calls here due to trespassers.
When we arrived on scene, I opened the door to [2400 BLOCK] Monroe and cleared the house with Deputy Stubbs. As we passed through, we loudly declared “Sheriffs Office!!” As I did, I could hear loud rustling coming from [2400 BLOCK] Monroe Avenue (duplex attached to this address). We quickly ran over and made entry through the back door. As we cleared the residence, we found a black female laying in the living room (found to be Candice Reynolds). We asked if who else was here and she said no one and that she’s been asleep. We asked several times and each time she stated she was by herself.
We cleared the house and noticed the attic door in the kitchen was moved. Deputy Stubbs used the open space in the attic door to see through and found a male hiding. After giving multiple commands to come down, he did. I asked what his name was and gave me a false name of someone else. By this time, Dep. Enrique Hogan (US Marshall) walked in and immediately recognized the male to be Travis Stephens and the suspect to this case. Travis was ran through GCIC and found to have a Superior Court VOP warrant out of Bibb County for aggravated assault.
After everything settled down, I separated Candice from Travis, read her Miranda Rights, and began questioning her after she agreed to speak with me without a lawyer. I asked what happened and she stated Travis jumped on [VICTIM #1]. She stated she did not aide at all but did confess he beat up [VICTIM #1]. When we first made contact with her, she stated she’s been asleep and no one else in the residence with her. Through her statement, she put herself and Travis on scene of the altercation in the area we were told it happened at.
I placed Candice in Lt. D. Inzar’s patrol car and advised she was being charged with aggravated assault due to a witness saying she held [VICTIM #1] down while Travis attacked him and her statement putting her on scene of the fight.
I then spoke to Travis and advised I would need to read him Miranda before questioning. He immediately began talking saying [VICTIM #1]’s girlfriend stole some of Candice’s clothes the day before. When he saw [VICTIM #1] walking up Monroe Avenue, he pushed [VICTIM #1] to the ground but did not attack him. He did say that [VICTIM #1] dropped a crack rock which he picked up and walked off. I asked if there was a knife involved and he said no. He then asked me if this would be simple battery.
I advised him that I would need to speak to [VICTIM #1] to determine the charge. By his statement, he admitted to attacking [VICTIM #1] but not in the manner that would create the injuries [VICTIM #1] had. Since I have not spoken to [VICTIM #1] yet, Travis was arrested for the warrant and Candice was charged with obstruction due to her statement about no one else in the house when she knew Travis was there and hiding in the attic.
I drove to Atrium Health and spoke to [VICTIM #1] who just got out of CT scan. He was still visibly upset and had a red mark to his neck, abrasion to his right cheek, and the laceration to his head. I asked him what happened and he stated he was walking up Monroe Avenue when Travis appeared out of no where attacking him. Through the assault, Candice held him down while Travis continued to punch him. At one point, Travis put his hands around [VICTIM #1]’s neck and began choking him. He stated if it weren’t for someone trying to break up the fight, he would have been dead within a minute or two.
Based off all the statements from each party, Travis and Candice was charged with aggravated assault. Candice has an additional charge of Hindering the apprehension or punishment of a criminal due to her involvement in the attack and then trying to keep us from locating/arresting him in the residence.
