On 3/22/2025 at approximately 2216 hours while finishing a vehicle crash call on Britt Still Rd. I heard dispatch give a reckless driver/vehicle call to deputy Richard Troup. When the call was dispatched to deputy Troup, the vehicle that was being driven recklessly was on GA 520 and was traveling East toward the Glynn Co line.

At the time I was still talking the complainant from the vehicle crash call I was finishing up on and I was on a phone call with EMS supervisor [REDACTED] so I did not hear all of the radio traffic on the call being dispatched to deputy Troup. After a couple of minutes deputy Troup contacted me via radio and advised the call he just received per dispatch may also involve a kidnapping. At that time dispatch came over the radio and advised they are now receiving a call in reference to a domestic altercation at [100 BLOCK] Hughes Ln or Hughes St. involving a Dylan Anderson and a [VICTIM #1]. It was advised this call and the reckless driving / kidnapping call from are involving the same people.

I cleared from the call I was on and instructed deputy Troup to respond to Hughes Ln and asked the Nahunta P.D. unit working to check the address on Hughes St. so we could be sure an officer would be at the right location. I left Britt Still Rd going towards Hughes Ln in Waynesville to back deputy Troup since Hughes Ln is pretty close to the location of the original call. Since both of those calls came in wthin 20 minutes apart from one another I figured the Hughes Ln would be the correct location. It weren’t but just a couple of minutes when deputy Troup advised dispatch he was pulling up to Hughes Ln address and could see a female standing on the porch pointing across the yard. Deputy Troup and deputy Priscilla McCormick advised they were on scene at [100 BLOCK] Hughes Ln. Deputy Troup advised he could see a vehicle that match the description of the vehicle from the reckless vehicle call. I continued driving towards Hughes Ln since there was a possible kidnapping in this call.

When I arrived on Hughes Ln deputy McCormick advised the male has a major attitude issue. Then advised apparently the female, later identified to me as [VICTIM #1] advised them she broke off the relationship Tuesday 3/18/25 but the male, later identified to me as Dylan Anderson showed up at her job to pick her up tonight. She stated Ms [VICTIM #1] told them they were fighting as they went down the road which all started at Domino’s and continued to this house. Deputy McCormick advised they are both here at this address which is his family’s house and now Ms [VICTIM #1] don’t want to leave. While deputy McCormick was telling me this I could see Mr Anderson pacing back and forth in the front yard and I recognized him from a big fire call we worked a couple of weeks earlier where a couple of structures ended up burning down. I remembered him because on that day I had to escort Mr Anderson off of the fire scene because he was showing out and interfering with the fire fighters and the fire investigation. On that day myself and chief John Simpson had to threaten to arrest him before he would get off of the fire scene investigation. Then deputy Troup walked up and explained they were dealing with a female, Ms [VICTIM #1] that did not want to be around the male, Mr Anderson but also was refusing to except a ride away from him. I advised that is totally Ms [VICTIM #1]’s decision.

I then walked over and attempted to find out what took place between Ms [VICTIM #1] and Mr Anderson since this call indicated a possible kidnapping. When I walked up I asked Mr Anderson what was going on. He responded by telling me there aint nothing going on. I let him know he has three deputies there due to multiple calls so something I believed that something was going on. He stated “y’all shouldn’t be here”, I advised I agree we should not need to be here but we are. He then told me he didn’t have anything to say to me and invited me to leave. I explained it did not work that way. I let him know we were there because of multiple calls and he is going to talk to us to clear things up. While talking or trying to talk to him Ms [VICTIM #1] came out of the house. I stopped talking to Mr Anderson and called her to the side so I could talk to her without Mr Anderson interfering with what she had to tell me.

After getting a little distance between us and Mr Anderson I asked Ms [VICTIM #1] tell me what was going on. She stated it was just stuff that Mr Anderson was making into a big ordeal that did not have to be that way. I asked her has Mr Anderson put hands on her in any way and she stated no. I asked her did she need our assistance to get her things and get away from Mr Anderson, to be transported to a different location and she stated she just wanted to get her belongings so she could leave. I asked what belongings and she stated she just needed to get her phone away from him so she could go. I asked her was she able to validate that the phone he is in possession of belongs to her. She stated the phone is her phone, it has her information in it and the pictures in the phone are of her taking selfies.

I then turned and called out to Mr Anderson. I asked him to hand me the phone so I could check the phone to see if it has her information in it. He replied it is his phone, I let him know I did not ask him whose phone it was I asked him to hand me the phone. He was making it very clear at that time that he was not going to comply and give me the phone. It was at this time I advised him that he was going to be under arrest. He still wanted to keep me from taking the phone and wanted to question why he was being arrested. His own family was telling him he is being arrested for acting like an idiot. I advised him he is being arrested for obstructing an investigation and disorderly conduct for the way he is behaving. He was placed in handcuffs by deputy Troup and I took possession of the phone. Mr Anderson then blamed Ms [VICTIM #1] for him being arrested. I let Mr Anderson know Ms [VICTIM #1] is not the reason, it is his bad attitude and behaviors that is getting him arrested.

I had Ms [VICTIM #1] open the phone to show me where her information would be located. When she open the phone the main screen was her picture and across the front of the screen had a picture of Ms [VICTIM #1] with her name and phone number. She then showed me a bunch of pictures in the phone that she took of herself in the form of selfies. I then turned the phone over to Ms [VICTIM #1] since everything in the phone indicated it was hers. Mr Anderson was saying he had proof in “his” phone, the phone in his pocket that shows he bought that phone. He stated he bought that for her, it was for her to use but it is his phone. I advised him to file a civil suit against her for the phone if he wanted to take it back, for him to take his documentation in civil court to show his proof.

I then asked Ms [VICTIM #1] where did she live and she advised Waycross. I asked her did she need a ride home and she advised she did not. After turning the phone over to Ms [VICTIM #1], Mr Anderson then wanted to try and make Ms [VICTIM #1] tell us what she did to him while in the car driving from Domino’s to the residence. He did not say at the time but I later discovered from another statement he made which was “she was beating my fu*king a*s in the car”. She replied to his demand for her to tell use what she was doing to him by saying “what trying to get out of the vehicle that you were driving 80mph down the road”. I asked was she attempting to get out but he was refusing to stop so she could get out and she said yes. I then advised Mr Anderson when he refused to stop and let her out at her request to get out he was committing a kidnapping offense. When I said that Ms [VICTIM #1] said “he did not kidnap me I went with him voluntarly”. I advised her even though she got in his vehicle voluntarly he can not refuse to let her get out when she makes the request to get out. His refusal to allow her to exit the vehicle and continued transporting her to a place without her consent and that is kidnapping.

I then asked deputy McCormick to make contact with one of the complainant that has requested a call back. I asked her to call that complainant to see what they could tell us about what all occurred that Mr Anderson and Ms [VICTIM #1] is not telling us.

While deputy McCormick was attempting to make contact with that complainant Mr Anderson called his father [WITNESS #1]. Mr [WITNESS #1] pleaded to let his son by with a warning or an appearance citation. He stated he knows his son is a smart mouth and has a problem with authority but he is trying to keep him from having a criminal record. He advised me he himself is a convicted felon and he don’t want to see his son going down the same road. I let his father his son is not being charged with a felony but he has already been arrested and he will have a bond tonight on the charge he is getting.

While talking to Mr [WITNESS #1] a vehicle pulled up that turned out to be the complainant that called this incident in to 911 and the complainant that requested the call back. This complainant was a w/f named [WITNESS #2] which is little sister to Dylan Anderson. When I asked her what she knew. She stated what she heard happened was her brother was flipping out and was trying to run some people off the road. She stated she did not know who he tried to run off of the road but heard somebody popped off at him and he tried to run them off of the road. I asked if he had ever been arrested and she stated he had not. She stated a few times he has had those little scares but he was let go. I let her know this call came to us as a possible kidnapping and she said he did not know anything about a kidnapping. She said what she knew was Ms [VICTIM #1] was calling trying to get someone to help her because the way he was acting had her scared.

While talking to Ms [WITNESS #2] deputy McCormick walked over to let me know she called dispatch to see if any of the calls about this incident came from the car that Mr Anderson was trying to run off of the road. She stated one of the complainants was a [WITNESS #3]. She stated dispatch advised this Mr [WITNESS #3] advised he saw Mr Anderson trying to run a car off of the road and then started brake checking that car as if he was trying to force it to stop. I asked if she or dispatch knew who it was he was trying to run off the road. Deputy McCormick advised they did not know. It was then Ms [WITNESS #2] spoke up and advised it was [REDACTED BY AGENCY] he was trying to run off the road. [REDACTED BY AGENCY] turned out to be Ms [VICTIM #1]’s friend. It turns Ms [REDACTED BY AGENCY] was there to give Ms [VICTIM #1] a ride home from work since Mr Anderson told her he was not coming to get her from work since she wanted to end the relationship.

I called Ms [VICTIM #1] over and had her call Ms [REDACTED BY AGENCY] on the phone so I could speak with her. Once on the phone I asked Ms [REDACTED BY AGENCY] to tell me what she saw. She stated she got a call from Ms [VICTIM #1] asking for a ride. She stated Ms [VICTIM #1] broke up with Mr Anderson and he told her to find a ride home because he weren’t coming to get her. She stated when she pulled up to pick up Ms [VICTIM #1] she was sitting in the parking lot waiting for Ms [VICTIM #1] to come out. She stated while sitting there Mr Anderson pulled up real fast. She stated he exited his car and walked up to the front door of Domino’s and got into Ms [VICTIM #1]’s face. He stated the two of them got into Mr Anderson’s car so her and [REDACTED BY AGENCY] which is who was with her went to drive away. She stated as they started to leave Mr Anderson attempted to run them off of the road, then went around them and began brake checking them trying to make them stop. When she said that Ms [VICTIM #1] stated he was doing that because he wanted to see who it was that came there to pick her up.

After talking to [REDACTED BY AGENCY] and [REDACTED BY AGENCY] which was with [REDACTED BY AGENCY] at the time of incident I advised Ms [VICTIM #1] of her options. I asked her how long had her and Mr Anderson been together and she stated off and on three years. I asked her if she had plans to work things out with Mr Anderson and she stated she was done. I asked her did she think Mr Anderson would leave her alone since that’s what she wanted and she said he was not going to leave her alone. I explained to her what a (TPO) temporary protection order was, and how to get one. Ms [WITNESS #2] was issued the case number and was referred to the clerk of court. I then transported Mr Anderson to the Brantley county jail which is where he was booked in for disorderly conduct.
