On November 12th, 2025, I Deputy Cooper was dispatched to [REDACTED BY AGENCY] Railroad St in reference to a suspicious person refusing to leave the property.

Upon arrival a black Toyota Corolla was backing out of the driveway with the driver later identified as Mr. James Sapp. Mr. Sapp almost backed into my patrol vehicle until I blew the horn to let him know that I was behind him. I stepped out of my patrol vehicle to try and speak with Mr. Sapp, and he tried to exit the driveway, ignoring my request to speak with him. I got back into my Patrol vehicle to stop him from driving forward.

I stepped out of my patrol vehicle again and asked Mr. Sapp for his drivers license and Mr. Sapp told me that he didn’t have to do anything. Mr. Sapp then began blurting out random things and cussing. I looked over in the vehicle and saw an open container of Vodka and asked Mr. Sapp if he had anything to drink. Mr. Sapp admitted to drinking some of the alcohol and raised the container up where I could see it. I asked Mr. Sapp several times to step out of the vehicle and he refused.

I requested dispatch send another officer and later 901 Chief Sammy Hendrix showed up where we both asked Mr. Sapp to step out of the vehicle. Mr. Sapp rolled up his car windows. Mr. Sapp was asked to present his Driver’s license again and began blurting out random things. We finally got Mr. Sapp to get out of the vehicle where he was arrested and cited with Possession of Open Alcohol Container O.C.G.A. 40-6-253 and Disorderly Conduct O.C.G.A. CO-95-01.

After detaining Mr. Sapp I spoke with the complainant Mrs. [WITNESS #1] who said she was in her house when she heard a knock at the door. Mrs. [WITNESS #1] said Mr. Sapp asked her to buy her house and began saying random stuff which made her feel something was wrong with him. Mrs. [WITNESS #1] said that’s when she asked Mr. Sapp to leave, in which he refused. Mrs. [WITNESS #1] said that’s when she dialed 911.
