On 8/9/25, at 1823 Hrs, Brantley 911 received a call from Mr. [VICTIM #1], stating he had been attacked by a female subject. During the attack, the female pulled his trach from his stoma in his neck. At the time of call, the female had run off towards Pleasant Valley Church.

Brantley EMS and first responders responded to Mr. [VICTIM #1]’s residence at [40 BLOCK] Ana Lane Waycross, Ga. 31503 (Located in Brantely County). While en route, another caller called in, stating that there was a female in a green shirt in the roadway (Central Ave) in front of Pleasant Valley Baptist Church. When I arrived at 1842 Hrs, I turned west onto Central Ave from Miles Still Rd and immediately observed a white female in a green in color shirt and blue jeans, walking eastbound in the middle of the eastbound lane on Central Ave, just past Wild Azalea Rd. There were cars behind her, unable to go around her due to oncoming traffic.

I parked my emergency vehicle on the left side of Central Ave and activated my blue stationary lights. I approached the female (later identified as Kiley Joyner) and she left the roadway and approached me on the left side of the roadway. I asked Ms. Joyner to identify herself and she began to tell me she was filming a movie.

After realizing Ms. Joyner was in an extremely altered state of mind, I placed her in handcuffs behind her back and advised her that I would be placing her in my patrol vehicle and we were going to go speak with the complainant and find out exactly what happened. Ms. Joyner began stating that I was not taking her to jail and she began resisting by pulling away from me. I interlocked my arm with Ms. Joyner’s right arm and pulled her to the rear passenger side of my patrol vehicle.

I briefly searched Ms. Joyner’s pockets to confirm that she was not in possession of any weapons and opened the rear passenger side door of my vehicle. When I attempted to place Ms. Joyner into my vehicle, she managed to slip my handcuffs off of her left hand and attempted to run. I grabbed Ms. Joyner and pushed her into the side of my patrol vehicle in an effort to regain control over her. At that time, Ms. Joyner began to physically fight with me and we both went to the ground. I let go of Ms. Joyner to grab my taser and at that time, she grabbed a handful of my hair at the base of my head and pulled my head to the side, and would not let go. I called for dispatch to send me additional units on my portable radio.

After fighting with Ms. Joyner for a little bit longer, a good samaritan stopped and attempted to help. He attempted to pull Ms. Joyner away from me, but was unsuccessful. At this time, I was able to draw my taser and drive stun Ms. Joyner in the left upper leg. Full contact was not made and Ms. Joyner stated “It ain’t stopped me bi*ch”. I drive stunned Ms. Joyner again in the left leg, making full contact this time and Ms. Joyner went to the ground on her stomach. At that time, I was able to re secure her hands in the handcuffs. Once off of the ground, Ms. Joyner still refused to get into my patrol vehicle. Ms. Joyner had to be physically picked up like a child and placed into my backseat. Once she was seated, I secured her with a seat belt.

After securing Ms. Joyner, I drove to the complainant’s address to speak with him. There, I made contact with Mr. [VICTIM #1]. Mr. [VICTIM #1] advised me that he had went and picked Ms. Joyner up from her mother’s residence in Ware County earlier. After going and getting food from Fuji’s, Mr. [VICTIM #1] stated that he was driving down Central Ave towards his residence with Ms. Joyner in the passenger seat. He stated that Ms. Joyner had been perfectly fine, but suddenly started talking “out of her head” and started striking Mr. [VICTIM #1] while he was driving.

Mr. [VICTIM #1] stated he lifted his right arm in an attempt to shield himself from her. At that time, Ms. Joyner snatched his trach from the stoma in his neck that allowed him to breath. This alarmed Mr. [VICTIM #1] and he ran off of the roadway, into the ditch, just west of Dixie Ln. Ms. Joyner then exited the vehicle. Mr. [VICTIM #1] was able to place his trach back in his neck and got Ms. Joyner to get back into the vehicle. Once Mr. [VICTIM #1] arrived at his residence, Ms. Joyner jumped out of the vehicle again and began running in the direction of Pleasant Valley Church.

I observed Mr. [VICTIM #1] bleeding from his right ear and a cut on the right side of his chest. Mr. [VICTIM #1] stated that Mr. Joyner had never acted in that way before, but she had a history of drug use. Mr. [VICTIM #1] was unsure what type of drugs Ms. Joyner would have used. Mr. [VICTIM #1] declined EMS services since he was able to replace his trach on his own. After speaking with Mr. [VICTIM #1], I transported Ms. Joyner to the Brantley County Jail. While en route, I requested that Brantley EMS meet me at the jail for a medical evaluation on Ms. Joyner. Ms. Joyner was assessed and cleared by Brantley EMS.

I will be securing warrants on Ms. Joyner for Aggravated Assault, Felony Obstruction of an Officer, Pedestrian in the Roadway, Pedestrian Under the Influence, Escape, Battery, and Passenger Interfering with Driver’s Control.
