On February 7, 2026, while on routine patrol, I was dispatched to [100 BLOCK] Cannon Street in reference to a reported physical altercation involving a male and a female. Dispatch advised that the female party had left the residence on foot and was currently at the Unison Behavioral Health building requesting to speak with an officer.
Upon arrival at the Unison Behavioral Health building, I made contact with Ms. [VICTIM #1]. Ms. [VICTIM #1] advised that her brother, Mr. Terry Cleland, who was currently residing with her, had struck her in the face after she refused to purchase a CBD joint for him from a gas station. I asked Ms. [VICTIM #1] to indicate where she had been struck, and she pointed to the side of her face, where a visible red mark was observed.
I advised Ms. [VICTIM #1] to remain at the Unison Behavioral Health building while I responded to the residence to speak with Mr. Cleland. Upon arrival at [100 BLOCK] Cannon Street, I made contact with Mr. Terry Cleland. Mr. Cleland stated that the altercation began after he made a rude comment toward Ms. [VICTIM #1], causing her to become angry. He further claimed that Ms. [VICTIM #1] threw a Red Bull can at him, made a mess inside the residence, stole his Cash App card and cellular phone, and then left the residence.
After hearing Mr. Cleland’s statement, I left him in the presence of another officer and returned to the Unison Behavioral Health building to verify the allegations. Ms. [VICTIM #1] voluntarily, and without request, showed me the contents of her pockets and personal bag. No cellular phone or Cash App card belonging to Mr. Cleland was located. Based on this information, it was determined that Mr. Cleland’s accusations were unfounded.
I, along with another officer, escorted Ms. [VICTIM #1] back to the residence at [100 BLOCK] Cannon Street, where Mr. Terry Cleland was placed under arrest.
On February 8, 2026, at approximately 1009 hours, I, along with another officer, was dispatched to [100 BLOCK] Cannon Street in reference to a follow-up regarding legal questions. Upon arrival, Ms. [VICTIM #1] advised that she is the registered leaseholder and that the landlord of the property had formally trespassed Mr. Terry Cleland from the residence earlier that morning. Ms. [VICTIM #1] stated she no longer wanted Mr. Cleland on the property.
