Officer’s Narrative:

[NARRATIVE #1 on June 25, 2022]

On the above listed date, time and location, I responded in reference to a Domestic. Dispatch advised that the caller stated a black male entered her home through the back door and refused to leave, stating he was wearing a white shirt. While enroute, Sgt. Peterkin advised a male took off running on foot from that location, matching the description given. Arriving on scene, fellow Officers advised they had located the male in the wood line, beside [REDACTED BY AGENCY].

While Sgt. Peterkin and Ofc. Shoemaker took the male into custody, I went and spoke to the caller. The victim was identified as [REDACTED BY AGENCY] advised that she has been in an unstable relationship with Mr. Bryan Lowery for eight years now and they have three children together. [REDACTED BY AGENCY] advised that Mr. Lowery has become violent with her in the past and a Protection order was put into place. [REDACTED BY AGENCY] stated Mr. Lowery shows up to her residence unexpectedly and refuses to leave until she speaks with him or allows him inside of the residence.

[REDACTED BY AGENCY] advised that Mr. Lowery showed up at her residence earlier in the day, but she was not at home and he returned tonight. [REDACTED BY AGENCY] advised she heard a car pull up to her residence and Mr. Lowery was observed checking the front and back door. I was advised that the back door was secured, but I observed no visible damage to the exterior of the door, that would lead to forced entry. [REDACTED BY AGENCY] advised that two of her children were sleeping in the living room, next to the kitchen, when Mr. Lowery entered the home.

[REDACTED BY AGENCY] stated she texted [REDACTED BY AGENCY], a friend and neighbor, to come grab the kids because she feared for their safety. [REDACTED BY AGENCY] advised that she did pull a kitchen knife, to try and scare away Mr. Lowery and make him leave her residence. She advised a verbal altercation ensued and she called 911. I was advised that Mr. Lowery threatened to damage her car, during the verbal altercation.

[REDACTED BY AGENCY] advised she has numerous text messages from Mr. Lowery and he refuses to leave her alone even after being told numerous times to do so. These text messages were uploaded to the case file. [REDACTED BY AGENCY] was still on scene, holding one of the juveniles and advised she heard [REDACTED BY AGENCY] tell Mr. Lowery to leave repeatedly and he refused, while she collected the children.

While gathering further information, an additional neighbor exited their residence to check on [REDACTED BY AGENCY], after they advised they heard her screaming. As I continued to speak to [REDACTED BY AGENCY], she advised if we had found any drugs on Mr. Lowery. After inquiring why, she stated she observed Mr. Lowery with a large baggy of Methamphetamine, on a previous occasion. [REDACTED BY AGENCY] stated she wanted Police to check her residence after we completed our search of the area of where Mr. Lowery as located.

Sgt. Peterkin and I searched the area of where Mr. Lowery was located and observed a baggy containing a white crystal like substance. Continuing the search, a black and silver cell phone was located in the grass a few steps away from the baggy. In attempts to identify the owner of the cell phone, I called the emergency number, which transferred me to dispatch the number was the same number that Mr. Lowery had used to message [REDACTED BY AGENCY] repeatedly. Both items were collected.

I went back to speak with [REDACTED BY AGENCY] to inquire about the phone that was located. Without giving any description of the phone, she described the phone that was located in the wood line. Also advising that he typically will carry two phones. The white substance located, field tested positive for meth. Both items were placed into evidence. Ofc. Shoemaker escorted Mr. Lowery to jail for the above listed charges. [REDACTED BY AGENCY] and [REDACTED BY AGENCY] completed a statement form. [REDACTED BY AGENCY] was given a case card and a victims pamphlet.

[NARRATIVE #2 on June 25, 2022]

At the above listed date and time, officers were dispatched to the above listed address in reference to a domestic disturbance. Upon arrival to the area of the above listed address, Sergeant Peterkin radioed to dispatch that he observed a black male matching the description of the suspect take off on foot towards Eleanor Ave. Myself and Sergeant Peterkin searched for the black male, later identified as Bryan Lowery, in the area.

While searching for Lowery, Camden County Dispatch advised officers that Lowery had a warrant out of Camden County for a probation violation, and he was also in violation of the protection order the victim, identified as [REDACTED BY AGENCY] took out against him. Myself and Sergeant Peterkin then found Lowery laying on his back between houses within a woodline. At that time, Sergeant Peterkin ordered Lowery to put his hands up.

Lowery continuously refused to be compliant with officers’ orders saying he did nothing wrong. Sergeant Peterkin was able to detain Lowery in handcuffs, hands behind his back, double locked, and checked for fit and removed him from between properties on [REDACTED BY AGENCY] without incident. Officers were then able to confirm the warrant for Lowery and advised him he was under arrest. Sergeant Peterkin then placed Lowery into the backseat of my patrol car using the lap and shoulder belt.

Before transporting Lowery to Camden County Jail, while in the backseat of my patrol car, Lowery put his arms under his legs to bring the handcuffs to the front of his person and unbuckled his seatbelt. Sergeant Peterkin then ordered Lowery out of the backseat of my patrol car. Sergeant Peterkin then removed a handcuff from Lowery’s right hand and placed Lowery’s hands behind his back, placing him back in handcuffs, double locked, and checked for fit.

Sergeant Peterkin then resecured Lowery in the backseat of my patrol car using the lap and shoulder belt. I then transported Lowery to the Camden County Jail where he was booked. While en route to the jail, Sergeant Peterkin radioed to me that he and Corporal Tippins canvassed the area that Lowery had run to and found a clear plastic baggy containing a white crystal-like substance consistent with Methamphetamine. Sergeant Peterkin then advised me that he and Corporal Tippins field tested the substance for Methamphetamine and it tested positive.
