[NARRATIVE #1 on October 06, 2023]
On 10/06/2023 at approximately 00:50 hours, I Officer A. Kruse #555 was on patrol in the city of Kingsland, GA. When Dispatch advised at the [REDACTED BY AGENCY] in reference to a Domestic Disturbance. Dispatch advised a female was running around outside, saying a male was trying to hit her with his car.
I responded without lights or sirens activated. While en route, dispatch advised the female had ran up to the caller a second time, and was now in their vehicle, with the male chasing them in a Black (Dark Colored) Chrysler 300. Dispatch advised the caller had a gun, and was driving through the Walmart parking lot to get away from the suspect. All responding units upgraded response to emergency lights activated.
Upon arrival on scene, I observed the black Chrysler 300 enter the [REDACTED BY AGENCY]. Sgt. Remedios and I were able to get the Chrysler 300 stopped in the entrance of the [REDACTED BY AGENCY]. The male driver of the Chrysler 300 was identified as Charles Moses. The Chrysler 300 was a dark Blue. Moses was instructed to put both arms out of the vehicle. Moses was instructed to open to the door from the outside with his left hand. Moses was instructed to get out of the vehicle. I detained Moses in handcuffs for Officer safety.
Upon speaking with Moses, I read Moses his Miranda warning and he agreed to answer my questions. Moses stated, him and his girlfriend who was identified as [REDACTED BY AGENCY] got into an argument about her being out so late and being back on drugs and he told her to leave. Moses stated, [REDACTED BY AGENCY] packed two suitcases and walked to the corner of entrance and a maroon passenger car kept driving past her multiple times and talking to her.
Moses stated, he was sitting in his car at the entrance when the white truck came and picked [REDACTED BY AGENCY] up. Moses stated, he followed the vehicle into Walmart and then decided to go home. [REDACTED BY AGENCY] stated, in a written statement, Moses asked her to leave his house and she did. [REDACTED BY AGENCY] stated he pushed her out the door and tried to run her over with his car.
Upon speaking with the caller/witness who made the 911 call, the caller was identified as [REDACTED BY AGENCY] who was driving the white truck, the white truck was identified as a GMC Canyon bearing GA plate ([REDACTED]). [REDACTED BY AGENCY] stated in a written statement, that he had been at the [REDACTED BY AGENCY] when he saw a female running and screaming that a male had been trying to hit her with his car.
The female approached [REDACTED BY AGENCY] vehicle, and the black Chrysler turned “aggressively” towards [REDACTED BY AGENCY] vehicle. [REDACTED BY AGENCY] lost sight of the female, and drove out of the apartment complex to call 911. While he was on the phone with dispatch, the female approached him a second time, screaming for help, saying the male was still trying to hit her with his car.
The female then got into [REDACTED BY AGENCY] vehicle, and he drove towards Walmart. The black Chrysler gave chase. The caller drove through the Walmart parking lot, and took a right onto Hwy 40. The Chrysler continued to chase the callers vehicle. When the caller headed North on Kings Bay Rd, he saw blue lights and crossed the median in order to make contact with police.
Upon further investigation, the maroon passenger vehicle Moses was speaking about was identified and involved in this incident, the driver of the maroon Suzuki passenger car bearing GA Plates ([REDACTED]) identified as [REDACTED BY AGENCY]. When making contact with [REDACTED BY AGENCY] who was at the scene when the event took place, [REDACTED BY AGENCY] drove away and drove back in front of officers to pick up [REDACTED BY AGENCY] dispatch advised he was suspended indefinitely.
He was placed under arrest for DWLS 1st offense [REDACTED BY AGENCY] refused to give a statement but [REDACTED BY AGENCY] stated the argument between [REDACTED BY AGENCY] and Moses started because [REDACTED BY AGENCY] gave [REDACTED BY AGENCY] gas to fill up his car and Moses had an issue with that.
At this time, I was unable to obtain surveillance footage due to the front office being closed for the day. I have no physical evidence. I do have testimony evidence, which are my witness statements. I will be conducting a follow up at the [REDACTED BY AGENCY] to obtain video evidence.
Moses was placed under arrest and handcuffed to the rear, checked for fit and double locked. After placing Moses under arrest he was searched, incident to arrest and had no illegal or contraband items on his person. The back seat of Cpl. Flower’s patrol car was checked before placing Moses in the back passenger side.
Moses was placed in Cpl. Flower’s patrol vehicle and secured in the back seat. Cpl. Flowers parked the Chrysler 300 in a parking spot per the request/permission of Moses and his key was taken with him to the Jail. Moses was transported to the Camden County Jail and turned over to the care and custody of the jail.
[REDACTED BY AGENCY] was transported by Officer Ober to the Camden County Jail and cited for DWLS 1st offense. All events were recorded on Body Worn Cameras. I made contact with Judge Ashe and got the warrant sworn/signed. All documents will be attached via LERMS.

[NARRATIVE #2 on October 06, 2023]
On 10/06/2023 at 0050 hours and while on duty with the Kingsland Police Department and within the city limits of Kingsland, GA 31548 I responded with the use of my emergency lights and sirens in reference to a domestic disturbance at [REDACTED BY AGENCY] where the caller advised the suspect was in a black Chrysler 300 and was attempting to hit the victim with his vehicle.
Upon my arrival, other units on scene were detaining the suspect in handcuffs and the scene was secure. I then went to assist Ofc. L. Nordquist #526 at the entrance of the apartment complex where she was gathering witness statements from the caller and an additional witness.
While Ofc. Nordquist was gathering statements, the victim arrived in a red Suzuki SX4 with Georgia tag [REDACTED] and was being driven by [REDACTED BY AGENCY]. A wanted check on [REDACTED BY AGENCY] was performed through dispatch which showed his drivers license was suspended indefinitely.
Ofc. Nordquist gathered a statement from the victim while I placed [REDACTED BY AGENCY] under arrest with his hands handcuffed behind his back where I checked for proper fit and double-locked the handcuffs. I then placed [REDACTED BY AGENCY] in the prisoner compartment of my clearly marked Kingsland Patrol vehicle which was checked for contraband prior to and after [REDACTED BY AGENCY] was in the vehicle.
Ofc. Nordquist completed the tow sheet for the Suzuki SX4 and Ofc. Kruse #555 printed the citation for [REDACTED BY AGENCY]. I completed the arrest and booking sheet prior to transporting [REDACTED BY AGENCY] to the Camden County Jail where I explained to him his citation and his court location, date, and time. [REDACTED BY AGENCY] acknowledged his court date by signing the citation.

[NARRATIVE #3 on October 06, 2023]
Ofc. Kruse was dispatched to the above address in reference to a domestic disturbance. Dispatch advised a female was running around outside, saying a male was trying to hit her with his car. I responded with Ofc. Kruse, without lights or sirens activated in my marked patrol unit # 2423.
While en route, dispatch advised the female had ran up to the caller a second time, and was now in their vehicle, with the male chasing them in a Black (Dark Colored) Chrysler 300. Dispatch advised the caller had a gun, and was driving through the Walmart parking lot to get away from the suspect. All responding units upgraded response to emergency lights activated.
Upon our arrival to the Walmart parking lot, dispatch advised the caller and the male subject had taken a right turn to head East on GA-40. Ofc Ober, Ofc. Kruse, and Sgt Remedios cut through the Walmart parking lot to get to GA-40. I turned around and took a left turn out of the Walmart parking lot to travel South on Kings Bay Rd. At this time, I saw a white GMC pickup turn right at the intersection of GA-40 and Kings Bay Rd, beginning to travel North on Kings Bay Rd.
The white GMC was being closely followed by a black Chrysler 300, and I recognized that these vehicles were our caller and suspect vehicles. The driver of the white GMC turned to cut through the grass median and began driving on the wrong side of the road towards my patrol vehicle. I recognized this was the caller’s vehicle and stopped my patrol vehicle in front of it and rolled down my window, as I could see a female subject hanging out the window yelling. The female was yelling, “That’s him right there!” while pointing to the black Chrysler 300.
I notified other units via the radio that the suspect was in the black Chrysler traveling North on Kings Bay Rd, while I made a U-Turn through the median on Kings Bay in order to chase the suspect vehicle. Sgt Remedios and Ofc Kruse notified they had eyes on the vehicle, and I followed behind them into the [REDACTED BY AGENCY]. When I exited my patrol vehicle, the scene was already under control. Ofc Kruse and Sgt Remedios were making contact with Mr. Moses, and I left to make contact with the caller and victim. I took witness statements from [REDACTED BY AGENCY].
[REDACTED BY AGENCY] stated that he had been at the [REDACTED BY AGENCY] when he saw a female running and screaming that a male had been trying to hit her with his car. The female approached [REDACTED BY AGENCY] vehicle, and the black Chrysler turned “aggressively” towards [REDACTED BY AGENCY] vehicle. [REDACTED BY AGENCY] lost sight of the female, and drove out of the apartment complex to call 911.

After taking a statement from [REDACTED BY AGENCY] agreed to give [REDACTED BY AGENCY] a ride to a nearby hotel. [REDACTED BY AGENCY] left the scene.
In her statement, [REDACTED BY AGENCY] stated Moses had pushed her out of his apartment then tried to run her over with his car. Ofc Ober placed a male on scene identified as [REDACTED BY AGENCY] under arrest for driving while license suspended. I completed a tow sheet for this vehicle and waited for Gedeon’s to pick up (GA plate #[REDACTED]). Statement forms were given to Ofc. Kruse.
