[NARRATIVE #1 on June 27, 2022]
On the above date and time, I was dispatched to the Racetrac located at [REDACTED BY AGENCY] in reference to a white male harassing and yelling at customers. The manager at Racetrac, [REDACTED BY AGENCY] advised dispatch that the male was leaving and walking towards the main road. Dispatch advised that he was a white male wearing blue shorts with long hair and a beard.
Upon my arrival at Racetrac, [REDACTED BY AGENCY] was standing outside and stated the white male that was harassing customers was now over at Everybody Rents! Home Furnishings. Ofc. Castleberry, Sgt. Iverson, and I rode over to Everybody Rents! located at 107 Kings Bay Rd. We made contact with the male who was in front of the business and upset. The male approached Ofc. Castleberry’s patrol vehicle as he pulled into the parking lot and was irate. I pulled in directly after Ofc. Castleberry and we approached the male.
I could smell a strong odor of alcoholic beverage illuminating from his person. The male then reached to the back of his waistband and pulled a knife out. While the male was grabbing the knife I made several loud verbal commands to stop moving and not to reach. The male did not follow my commands and pulled the knife out and dropped it on the ground. The knife was inside of a black case and had a green handle. The male advised he was just trying to let officers know he had it. After removing the knife from his person, I put it in a safe location to finish the investigation.
Ofc. Castleberry spoke with the male and asked for a driver’s license. He did not have an identification card and advised his name is Jeremy Louis Scappaticcio with a birth date of [REDACTED]. Ofc. Castleberry waited with Scappaticcio while I spoke with the parties on scene. I asked Scappaticcio if he had been drinking throughout the day and he advised he had two beers.
Everybody Rents! employee, [REDACTED BY AGENCY] advised he was helping the owner’s brother-in-law move a dresser. [REDACTED BY AGENCY] stated when he was outside the male walked up and was clearly drunk and talking crazy. [REDACTED BY AGENCY] stated that when the other employee left the building he went to lock the front door. When [REDACTED BY AGENCY] went outside to lock the door, the suspect started yelling the word “Nigg*r,” at him. [REDACTED BY AGENCY] stated the male became irate and thought that he was locking the front doors because he was sitting outside of the business.
When the male got irate, [REDACTED BY AGENCY] walked back inside of the building and grabbed a wooden club from behind the counter. While inside of the locked store, [REDACTED BY AGENCY] advised the male started banging on the front door of the business. [REDACTED BY AGENCY] stated that the male subject then started to walk towards the passenger side of his vehicle and thought he was going to damage his car. [REDACTED BY AGENCY] advised he walked outside of the business with the club and told him to leave.
[REDACTED BY AGENCY] then advised the male lifted his shirt and pulled his knife out of his waistband. The knife never came out of the sleeve but when the male pulled it he stated, “I am going to cut you into pieces Nigg*r!” The night manager from Tire Kingdom advised he partially witnessed the event. The manager from Tire Kingdom, [REDACTED BY AGENCY] stated he would be at the shop for a while if I needed a witness statement. When I attempted to make contact again he had already left for the evening.
While continuing the investigation, Ofc. Castleberry informed Scappaticcio that he was being detained and not under arrest. He placed him in the back of his patrol vehicle. After speaking with everyone at Everybody Rents! I drove back to Racetrac. I spoke with manager, [REDACTED BY AGENCY] who stated the male asked him for $3.50 to put minutes on a phone. [REDACTED BY AGENCY] told him he didn’t have anything to give him and that the male asked for work to earn the money. [REDACTED BY AGENCY] that it was against company policy to allow someone to do labor under the table.
[REDACTED BY AGENCY] said the male became upset and went to the front of the store where he started yelling at customers who were pumping gas. [REDACTED BY AGENCY] advised the male was calling everyone, “Sgt! and Cpl!” [REDACTED BY AGENCY] said that it seemed like the male thought he was in the military. When [REDACTED BY AGENCY] asked Scappaticcio to leave he started yelling at [REDACTED BY AGENCY] and told him to, “fu*k off.” At which point [REDACTED BY AGENCY] called the police and Scappaticcio walked down Highway 40 and made contact with [REDACTED BY AGENCY].
After speaking with [REDACTED BY AGENCY] I placed Jeremy Scappaticcio under arrest for public drunk (two counts), disorderly conduct (two counts), terroristic threats, and aggravated assault with a knife. Ofc. Castleberry searched his person incident to arrest and placed him in the back of my patrol vehicle for transport. Scappaticcio was transported to the Camden County Sheriff’s Office located in Woodbine, GA.
During the transport, Scappaticcio advised that he was part of the Ayran Brotherhood. He made several racial slurs about victim [REDACTED BY AGENCY] and continually stated that I was protecting the black man. Several times throughout the transport, Scapparticcio became irate and started yelling and using profane language.
While in the booking area of the jail, Scappaticcio continued with the anti-black racial slurs. Scappaticcio told officers that, “he did what he needed to do to protect his own.” On Scappaticcio’s left elbow he had a spider web tattoo an indication that he is an active member of the Ayran Brotherhood. Scappaticcio became uncooperative while in the booking area of the jail. The jail staff removed his handcuffs and placed him in a holding cell so he could calm down and did not complete the booking process.
After leaving the jail, I went to the police station and logged the knife into evidence. I did not complete the warrants because I wanted to conduct a follow-up investigation for the charges of aggravated assault and terroristic threats. I spoke with day shift supervisor, Sgt. Iverson who advised he would check to see if either Tire Kingdom or Everybody Rents! had video camera footage. I also wanted to get a more detailed statement from Tire Kingdom manager, [REDACTED BY AGENCY].
Follow-Up 06/28/2022
Sgt. Iverson advised that he went to both Tire Kingdom and Everybody Rents! Sgt. Iverson stated the cameras were not functioning at Tire Kingdom and the cameras at Everbody Rents! were inside so he could not get a good shot of the incident. Sgt. Iverson stated he spoke with witness [REDACTED BY AGENCY] who stated he heard the suspect yelling, cussing, and using racial slurs. [REDACTED BY AGENCY] stated at no point did he see the male with a knife in his hands. [REDACTED BY AGENCY] advised the suspect was waving his hands in the air and acting irate but never saw the knife or heard any direct threats towards [REDACTED BY AGENCY].
Based on the follow-up investigation, I am only going to seek warrants for disorderly conduct and public intoxication. There is no un-biased third party witness or video footage that can corroborate [REDACTED BY AGENCY] claims of terroristic threats and aggravated assault. There are several witnesses to the two charges of public intoxication and disorderly conduct. I submitted the two warrants for the above charges and filled out a GCIC/NCIC correction form to drop the charges of aggravated assault and terroristic threats.

While Ofc Owens went to get statements from the witnesses at the Racetrack gas station, I advised Scappaticcio that he was being detained while we conducted an investigation of the incident. While waiting, Scappaticcio stated that he was a war veteran and just wanted us to take him to the line and we would never see him again. Scappaticcio stated several times to me, “black people hate me.” At one point he said that and then said that he has a web on his arm because of it.
