On 9-19-2025 at approx. 20:43 hrs. I was dispatched to an intoxicated person call at 40 Villa Rosa Rd. El Tapatio’s Restaurant. Upon arrival I was directed by multiple customers to a male on the side of the building. I observed a white male who was stumbling near a bench. He tried to stand up, but fell back on the bench multiple times.

Carroll County Fire arrived on scene at the same time I did. They asked the man, Adam Cook, if he needed any medical attention for a small cut over his eye. He became hostile toward the fire department, Corporal Lanning, and myself. He began swearing loudly, and continued doing so as multiple customers were walking out of the building, many of which had young children with them.

Mr. Cook was warned to stop cursing due to there being small children around. He refused all medical treatment and continued cursing loudly. I gave him one final warning to stop cursing near the children, and he deliberately did it again. I arrested Adam Cook for disorderly conduct. I handcuffed the prisoner and searched his person incident to arrest, finding nothing. I ensured the handcuffs were applied to the proper fit and double locked.

I transported the prisoner to the Carroll County Jail. Upon arrival at the jail, the jail staff advised me that the prisoner would have to be medically cleared for the cut above his eye prior to being accepted into custody. I transported the prisoner to Carrollton Tanner Hospital where he was eventually medically cleared. I transported the prisoner back to the jail, where custody was turned over to them.
