On 11/7/25 at approximately 2334 hours, I was patrolling the area of South Park Street near Wedgewood Drive.

As I approached the intersection, I noticed two females entering the roadway from the median without looking either way for oncoming traffic. I also noticed they were moving slowly, and I had to quickly apply my brakes to avoid hitting them. I believe there was also another vehicle in the left lane behind my vehicle.

I activated my emergency lights and blocked the road for them to cross, and made contact with them.

Aliyah Mulkey stated that she was walking to Waffle House but had fallen due to her having arthritis in her knees. I noticed her knees were scraped up and had grass on them. While speaking with her, I noticed that she kept covering her mouth with her hand every time she spoke, which is a common habit for someone attempting to cover the odor of an alcoholic beverage. I asked Aliyah how much she had to drink, and she stated she had approximately 5 or 6 shots. With the brief interaction I had with her, she was swaying, stumbling over her feet, and was having a hard time standing.

Due to Aliyah admitting to being under the influence of an alcoholic beverage, stumbling and falling down in the roadway, along with almost being struck by my patrol vehicle, I placed Aliyah into handcuffs, double locked, and placed her in the rear of my vehicle.

Aliyah was transported to Carroll County Jail, where jail staff took custody.

Aliyah was charged with Pedestrian Under the Influence – C66-7(A)(20)(C)
