On 1/5/2026 at approximately 2240 hours, I responded to the area of South Street and Kramer Street in reference to a male subject screaming at people and behaving disorderly, who appeared high on drugs.
Upon arrival, Ofc. Couch #278 met with the complainant, [WITNESS #1], who reported that a male subject was sitting at Kramer Park, screaming at people and cars as they drove by and walked past. Ofc. Couch explained that the complainant stated that the male subject seemed angry and extremely intoxicated.
I located a male subject whom I identified as Anthony Mark Chase sitting at a bench inside Kramer Park. It should be noted that at this point the sun had set for approximately. 2-3 hours, and all city parks and property close past sundown to prevent any sort of vandalism or criminal activity.
I began speaking to this male subject to figure out what was going on, identify him, and, once the situation had been resolved, ask him to leave the park. During this time, I noticed that Chase had an extremely strong odor of an alcoholic beverage emanating from his breath, was having trouble forming logical and complete answers to simple questions, and was slurring his words heavily. It also appeared that Chase had urinated on himself.
I attempted to ask Chase questions, such as where he lived or how much he had to drink; however, he seemed unwilling to answer simple questions. At one point, I asked Chase if I could pat him down for weapons, and he agreed. I asked Chase to stand up, and he was unsteady on his feet, having to use the table to get up and stop himself from falling.
Due to Chase being extremely intoxicated to the point that he was in an indecent condition at a public park (which was closed), and due to the report of him being loud and boisterous, I detained Chase in handcuffs and arrested him for being publicly drunk. Chase was placed in the back of my patrol vehicle and read his Miranda Warning.
Chase was transported to the Carroll County Sheriff’s Office, where he became aggressive with jail staff and had to be physically detained. Chase was written a citation for the above, which is digitally attached to this report.
