On 12/12/2024 at approximately 1125 hours I, Officer D. Krish, was dispatched to 1319 South Park Street (Spectrum) in reference to a silent panic alarm. Shortly after, dispatch advised that an employee called and stated that a customer name Anthony Hick just threatened to shoot up the store and went to leave in a red sedan (GA Tag: [REDACTED]) but crashed in the parking lot. I arrived at approximately 1129 hours and observed that vehicle stuck in a parking stall on a curb just in front of the store.
I observed an older male in the driver’s seat and another male standing next to the vehicle. I approached the vehicle and asked the males if they were just in Spectrum. The male standing next to the vehicle, later identified as Anthony Hicks (offender), stated that they were. I asked Hicks if they threatened any employees and he stated no. I asked Hicks why they would say they did and Hicks explained that he got upset inside with an employee. Hicks stated that he and his father ([REDACTED]/driver) had been running errands all morning and he needed to pay his Spectrum bill. Hicks stated that the employee did not want to help him so he got upset and mentioned “something about gun smoke.”
I then went inside the store and spoke with the caller/employee [WITNESS #1] (witness). [WITNESS #1] stated that he was helping a customer, [WITNESS #2] (witness), when Hicks interrupted them and tried to get his bill paid. [WITNESS #1] stated that he explained to Hicks that their system was down and they were short staffed so he would have to wait several hours. [WITNESS #1] stated that Hicks got upset and went to leave the store. [WITNESS #1] stated that while walking away Hicks stated to him that if he could not watch Gun Smoke (TV show) then he would fill the place up with gun smoke. [WITNESS #1] stated that Hicks’ statement scared him so he pushed the panic button.
Cpl. Cook also responded and spoke with [WITNESS #2] who stated that Hicks was being very “boisterous” and made a comment about gun smoke. [WITNESS #2] stated that Hicks’ behavior made her feel uneasy.
I then spoke with another customer, [WITNESS #3] (witness). [WITNESS #3] stated that he was sitting at a table waiting for help when he observed Hicks and his father waiting near the door. [WITNESS #3] stated that Hicks was being loud and was cursing. [WITNESS #3] stated that Hicks then walked over to [WITNESS #1] and [WITNESS #2] and tried to pay his bill. [WITNESS #3] stated that [WITNESS #1] was unable to help Hicks and Hicks stated that if he could not watch Gun Smoke then there would be gun smoke.
I then went back outside and arrested Hicks for Disorderly Conduct due to his loud and boisterous behavior which put several members of the public in fear. I transported Hicks to the Carroll County Jail without incident or injury. I issued Hicks a citation (114802376) and released him to the jail staff.
