On 11/23/2025 at approximately 1931 hours, I (Ofc. Kennedy) was dispatched to [100 BLOCK] Austin Avenue (Griffin Homes) regarding the following…

  • The female advised that her ex-boyfriend is outside her residence, causing a dispute.
  • The female stated that the ex-boyfriend has a TPO.
  • The ex-boyfriend broke a window in the female’s vehicle.
  • The subject was Arthur Rowe, and he was in a black Altima.

Upon arrival, the Carroll County Sheriff’s Office had multiple deputies on scene. I approached the scene and saw two different parties on opposite sides of the street. The first female I spoke to was identified as Brittany Echols. Brittany stated the following…

  • Her ex-boyfriend came over to the apartment located across the street.
  • Her ex-boyfriend began causing issues with her and her new boyfriend.
  • A man named Collin came over to her front yard and began trying to fight her boyfriend.
  • A woman associated with Collin then came over trying to fight her.
  • Her ex-boyfriend was the reason her vehicle’s glass was broken.
  • This dispute was all due to her and her ex-boyfriend not getting along.
  • Yamika threatened to beat her up.
  • Due to feeling threatened, she pepper-sprayed Yamika.

It should be noted that these are not direct quotes from Brittany, but they are generalized statements made to law enforcement at the time of the incident.

I relocated to speak with the male identified as Collin Mitchell. Collin indicated to me the following…

  • There was a dispute between Brittany and her ex-boyfriend.
  • Brittany came over to their apartment, attempting to cause issues.
  • No one went over to her house.
  • No fight occurred.
  • He went over to Brittany’s house because she and her boyfriend were causing issues.

It should be noted that these are not direct quotes from Collin, but they are generalized statements made to law enforcement at the time of the incident.

I relocated to speak with Yamekia Towns regarding the incident. She stated the following…

  • She got into an argument with Brittany.
  • She went over to Brittany’s once her husband (Collin) began fighting with Brittany’s boyfriend.
  • Admitted to telling Brittany that she would “beat her up”.
  • She was pepper-sprayed in the face by Brittany.
  • Brittany was the one talking “sh*t” and causing issues with them.

It should be noted that these are not direct quotes from Yamekia, but they are generalized statements made to law enforcement at the time of the incident.

I relocated to speak with [VICTIM #1] regarding the incident. [VICTIM #1] acknowledged that he was the boyfriend of Brittany Echols and was a resident of [100 BLOCK] Austin Avenue. [VICTIM #1] stated the following…

  • He had been dating Brittany for an extended period of time.
  • Rowe had come over to his residence earlier and broken a window out in his vehicle.
  • Rowe and Collin then began causing issues later in the evening.
  • Collin came over to his house and got into his face.
  • Collin began threatening him, but no physical fight happened.

It should be noted that these are not direct quotes from [VICTIM #1], but they are generalized statements made to law enforcement at the time of the incident.

I briefly spoke with Arthur Rowe regarding the situation. Rowe explained that he was over at his friend Collin’s house when his ex-girlfriend (Brittany) began causing issues. Rowe explained that Brittany and her new boyfriend [VICTIM #1] started talking with them, which caused an issue. Rowe stated that he was not the one who broke the vehicle’s window. Rowe stated that Brittany lied, and she was the one who broke the window out in her own vehicle, to then blame it on him. Rowe stated that Brittany has caused issues ever since they broke up. Rowe was later arrested for an active warrant through the Carrollton Police Department for violating probation.

Throughout my conversation with multiple parties on the scene, I was unable to obtain a clear answer from anyone. One thing I was able to conclude was that an altercation did occur. Multiple suspects denied that a physical altercation occurred. They did admit to a verbal altercation occurring. It appeared that the incident started between Rowe and Brittany.

I was able to obtain video footage of the incident from [VICTIM #1]. While observing the footage, the following observations were made…

  • Collin can be seen in [VICTIM #1]’s front yard.
  • Collin can be seen clinching his fists and yelling at [VICTIM #1].
  • Collin and [VICTIM #1] were in each other’s faces.
  • It appeared a fight was going to ensue between Collin and [VICTIM #1].
  • Brittany can be seen yelling at Collin and Yamika.
  • Yamika had followed Collin over to [VICTIM #1]’s residence to confront Brittany and [VICTIM #1].
  • Collin and Yamika retreated to their apartment.
  • Brittany can be seen continuing to provoke an altercation while Collin and Yamika are going back across the street.
  • Multiple individuals appeared not to de-escalate the altercation, even when given a chance to retreat inside a residence and disassociate themselves from the altercation.

Due to Collin being seen on video approaching a residence that was not his, and clinching his fist, hiking up his shorts in a manner that would suggest he was getting ready to engage in a physical altercation, and seen yelling at [VICTIM #1] on video, He was arrested and charged with the following…

Due to Yamika being seen on video going over to a residence that was not hers, yelling at Brittany, and verbally admitting to telling Brittany that she would “beat her up”, she was arrested and charged with the following…

Due to Brittany being seen on video yelling at Yamika and Collin from her residence, Brittany not attempting to disassociate herself from the altercation once Collin and Yamika went back to their residence, and admitting to pepper-spraying Yamika during the altercation, she was arrested and charged with he following…

  • Disorderly Conduct: Provoke, Engage, Fight – (C66-7(A)(4))

All suspects noted in the report were handcuffed, both hands to the rear. Handcuffs were checked for proper fit. The suspects were placed in the back of a patrol vehicle and transported to the Carroll County Jail. At the jail, they were transferred to the jail staff for booking.

This incident does fall under the Georgia Family Violence Act due to Brittany and Rowe having a child together. It was also confirmed that Brittany and Rowe previously lived together.

It should be noted that additional officers responded to this same location earlier in the evening due to the broken vehicle window. Refer to Case #25112752. This incident appeared to be related to the case number previously mentioned.
