On March 21, 2026, at approximately 2357 hours, I responded to 109 Newnan Street (City Tavern) in reference to a white male in a red shirt punching employees.
Upon arrival, I observed a white male in a red shirt, later identified as Casey Foster, being held down by multiple other people on the sidewalk directly in front of City Tavern. I was approached by City Tavern Manager [WITNESS #1], who told me Casey was the person they had called about. I placed Casey in handcuffs and escorted him to the front of my vehicle. Due to having Casey in handcuffs, I read him the Miranda Warnings. I asked Casey what happened. Casey was speaking incoherently. I asked Casey how he got into a fight. Casey stated he did not know he was in a fight.
Casey had abrasions on his forearm, the top of his head, and a busted knuckle.
I spoke with [WITNESS #1], who stated that Casey was touching a female customer, [VICTIM #1], and City Tavern Employee [WITNESS #2], asked Casey to leave. Casey was refusing to leave, and [WITNESS #2] had to be assisted by Security [REDACTED] to escort Casey out. [WITNESS #1] stated that Casey planted his feet and was swinging his arms to resist being escorted out. [WITNESS #1] said [WITNESS #2] and [REDACTED] got Casey out of the tavern, and she went to the door to let [REDACTED] and [WITNESS #2] back in. [WITNESS #1] stated that when she was trying to get [WITNESS #2] and [REDACTED] back inside, Casey threw a punch with a closed fist and hit her left temple. [WITNESS #1] stated that [WITNESS #2], [REDACTED], and bystanders pushed Casey onto the ground and held him there until my arrival. I provided [WITNESS #1] with my email so the owner could email me the security footage. [WITNESS #1] had no visible injuries.
[WITNESS #1] wished to press charges.

I placed Casey under arrest and transported him to the Carroll County Jail. The nursing staff refused Casey, and I transported him to Tanner. After Casey was cleared at Tanner, I transported him back to Carroll County Jail and turned him over to staff for processing.
Casey was charged with Disorderly Conduct Provoking and Engaging C66-7(A)(4)
