On 2/14/2025, Dispatch advised officers that an individual from the Irish Bred Pub called in about an individual who left the establishment and was highly intoxicated. The caller stated that they were afraid the male was going to drive. They advised the male, later identified as Charles Stell, was standing next to his vehicle, a black Nissan Maxima. They then called back advising that the male walked over to Chips Burger Bar.
At approximately 2350 hours, Dispatch advised that there was an active fight inside the bar at Chips. Myself and Officer Kennedy were the first on scene. I located a black male, Charles Stell, engaged in a physical alteration outside the bar. As I approached, Charles tried to run past me and I grabbed him by his shirt and took him to the ground. Once on the ground, Charles began resisting arrest and screaming. I told Charles to put his hands behind his back and he stated, “No”. I got his left arm behind his back, placed my knee on his arm and then pulled his right arm behind his back. Charles was then placed into handcuffs without further incident. Charles was stood to his feet and escorted back to my patrol vehicle without incident.
It was clear that Charles was highly intoxicated based on the odor of alcohol coming from his breath and his mannerisms.
I went inside and spoke with a bouncer at Chips, [WITNESS #1]. [WITNESS #1] stated that Charles was acting belligerent inside the bar and falling all over customers. When he was asked to leave, he became violent and fighting with the staff.
Charles was asked if he was injured or needed medical attention. He stated that he was fine I then transported him to the Carroll County Jail. Once at the jail, Charles was asked to step out of my patrol vehicle and he did so while hurling insults and profanity at me. Charles attempted to walk into the jail, through the wrong door. I advised him of this and he turned towards me and began to walk at me and bucked up at me. I then grabbed Charles by his right arm to gain control of him and escorted him into the jail. He was then released to the jail staff.
I issued Charles three citations for Disorderly Conduct Affray, Disorderly Conduct Public drunk, and Disorderly Conduct Obstruction.
