[NARRATIVE #1 on March 21, 2025]
On 03/21/2025 at approximately 10 pm, I (Lt. Brad Easterwood) received a phone call from Sgt. Uglum about a crash at Old Bremen Road and Columbia Drive. Sgt. Uglum advised that one driver, [VICTIM #1], was seriously injured and going to be transported to Grady Hospital. He also advised that the other driver, Christian Cashen, was possibly DUI. Since I was the on-call Traffic Investigator, I responded to the scene. I asked Sgt. Uglum for one of his officers to start investigating the DUI. I wasn’t sure if Cashen was going to Grady Hospital or how long it would take me to get to the accident scene.
Upon my arrival, I met Lt. Wright on the scene. Lt. Wright worked with me in the Traffic Unit and was trained in Accident Investigation. I requested that Lt. Wright mark the crash evidence with orange paint while taking photographs with the drone and camera. Officer Kirby had already arrested Cashen for DUI and was with him at Tanner Hospital. At this time, Cashen had consented to the State Administered Test of his Blood.
While on the scene, the following was completed:
- Roadway evidence marked (Lt. Wright)
- Walk thru video completed (Lt. Easterwood)
- Photographs of evidence and vehicles. (Lt. Easterwood)
- Aerial photographs. (Lt. Easterwood)
- Impound sheets (Officer Boswell)
After I was done with the crash scene, I was informed that Cashen refused the State Administered Test. I returned to the police department and began typing a search warrant for his blood. I was informed by Carrollton Fire personnel that [VICTIM #1] had broken bones in her left arm and an injury to her hip that was visible. I then called Officer Kirby and asked about his investigation with Cashen. Officer Kirby is certified in Standardized Field Sobriety. He advised me that he made contact with Cashen when he arrived at the crash scene. Officer Kirby told me that he could smell the odor of an Alcoholic Beverage coming from Cashen. Cashen refused SFST but consented to a portable alco-sensor sample. He tested positive for alcohol and registered 0.128 BAC. Cashen also told Officer Kirby that he had been drinking shots at the Tavern before the crash and there would possibly be THC in his blood.
I met with Chief Magistrate Judge Kierston Phillips at her residence, where she signed the search warrant at approximately 1 am. I then went to Tanner Hospital and met with True Peaks. I explained the search warrant to Cashen and left a copy with him. [REDACTED] executed the search warrant at 0131 am. After she sealed the contents in my presence (GBI Toxicology Kit #:BU-0GBI. Exp. Date 08/31/2025, Lot NO:4045108), I took the Toxicology kit to the Carrollton Police Department Evidence building drop the evidence in looker #006.
After I completed my evidence drop, I typed a warrant and wrote citations for the following charges:
- Serious Injury by Motor Vehicle – (Cashen was DUI and caused serious injury to [VICTIM #1])
- DUI Alcohol Less Safe – (Cashen tested positive for alcohol, blew a .128 BAC on the portable alco-sensor, and admitted to driving.
- Failure to Stop at a Stop Sign – Cashen admitted to not stopping at the stop sign. Evidence (extensive damage to both vehicles) also showed that Cashen was driving at a high rate of speed prior to the crash.
- Too Fast for Conditions—Due to the extensive damage to both vehicles, it was obvious that Cashen was traveling at a high rate of speed. This occurred at night in a location that is not well-lit. Besides that crash occurring at night and in a location that is not well-lit, there were visibility issues due to trees and vegetation on Old Bremen Road. These trees blocked both drivers from seeing each other.

[NARRATIVE #2 on March 21, 2025]
On March 21, 2025, at 2137 hours, I, Ofc. Kirby responded to an accident with injuries at Columbia Drive and Old Bremen Road. Dispatch advised a vehicle had rolled over and the driver’s hand was broken.
When I arrived, I observed a red Chevrolet Silverado (AL Tag# [REDACTED]) in the wood line against a tree. I saw that the Silverado had split a power pole with wires and pieces of the pole leading to his truck. When I walked up to the truck I observed the driver, Christian Cashen, standing on the right side of the truck bed. Once Christian got down from the truck bed I started asking him about the wreck. Christian advised he was okay and did not need medical attention. Christian told me that he had made a big mistake, admitted fault and he was sorry. I asked Christian what happened and Christian told me he did not stop at the stop sign at Old Bremen Road and Columbia Drive and hit the other car.
While speaking with Christian I could smell the odor of an alcoholic beverage emanating from his breath. I asked Christian if he had been drinking and Christian stated he had four shots at the City Tavern. I asked Christian if he would be willing to take the Standardized Field Sobriety Test; Christian told me he knew he already messed up and would rather do the portable breath test. Christian gave a breath sample to the portable breath test with a positive result of 0.128 BAC.
I placed Christian under arrest with double locking cuffs to the rear for driving under the influence due to Christian telling me he had drunk shots of alcohol at a local bar before the accident and because of his physical indicators (alcoholic beverage odor on his breath). I read Christian the Georgia Implied Consent Notice for drivers over the age of 21, and Christian verbally agreed to a blood test. I read Christian his Miranda rights. Christian told me that there would be THC in his blood. Christian stated he did not smoke marijuana on the day of the accident but acknowledged that frequent users of marijuana keep THC in their system for long periods. Christian agreed to additional questions and Christian restated that he had been drinking shots at City Tavern before the accident.
I transported Christian to the Tanner Medical Center to be evaluated due to being involved in a major traffic accident (Christian also had complaints of rib pain). Christian would later withdraw his consent to provide a blood sample because True Peaks would not tell him what the purpose of the blood draw was. While at the Tanner Medical Center Christian would make an utterance while walking into the hospital that he was intoxicated. After Christian overheard that True Peaks was returning to draw his blood, Christian told me that there would only be THC and alcohol in his blood.
I would later be relieved by Ofc. Taylor. Ofc. Taylor would later advise me Christian handed him a THC vape which was on his person.

[NARRATIVE #3 on March 22, 2025]
On 03/22/2025, at approximately 0119 hours, I (Officer Taylor) responded to Tanner Medical Center to watch an arrested suspect who was receiving medical treatment.
Upon arrival, I spoke with Ofc. Kirby and he stated that he was leaving Christian Cashen in my custody until he was medically cleared.
While I walked Christian to get some medical scans he handed me a knife and a THC Vape from his front right pocket.
While watching Christian, he made multiple spontaneous utterances. He stated that he had four shots and some hits of a THC Vape. Christian stated “I made some mistakes tonight”, “I’ve done dumb things tonight”, and “It was my fault”
All evidence was dropped at the Carrollton Police Department Evidence.
Christian was medically cleared by Tanner Medical Center Staff and transported to the Carroll County Jail.
