On 09/10/2025 around 09:17PM, I Officer M. Reed #377 was dispatched to [80 BLOCK] Parkway circle in reference to damage to property.

Upon arrival, I met and spoke with complainant [VICTIM #1]. [VICTIM #1] advised me that she had recently been released from jail after being arrested on the 7th and returned to the address of [80 BLOCK] Parkway Circle to retrieve her belongings. [VICTIM #1] told me that the homeowner, Debra Haisley had set her belongings out by the road, leaving the items in the elements. [VICTIM #1] advised when she arrived her items were gone; she suspects the property was picked up by the sanitation workers. This property was in a tote, the belongings inside were clothing, jewelry, and other items. [VICTIM #1] valued the property in the tote to be a combined total of $848.00 dollars. [VICTIM #1] told me, that Debra told her that she released her $250.00 dollar Chameleon out into the environment. [VICTIM #1] advised her $500.00 dollar calico banana red stripe ball python was found dead by the neighbor [WITNESS #1], due to being left outside and unattended to. [VICTIM #1] advised she had text messages from Debra telling her things like “call the cops to meet you at the dump” in reference to her property being thrown away. Note: [VICTIM #1] had not been served an eviction notice from Debra.

I spoke briefly with [WITNESS #1] about the incident. [WITNESS #1] advised that she had seen the items setting out by the road and asked Debra if she could have the glass aquarium. [WITNESS #1] advised that is when Debra said she could have them, and even showed [WITNESS #1] the ball python that belonged to [VICTIM #1]. [WITNESS #1] said that the snake was curled up in a ball and was not moving. [WITNESS #1] said that she took the snake and found someone to adopt it but when they arrived, they told her the snake was dead. The snake was buried due to it being deceased.

I spoke with Debra about the incident, while speaking with her I could detect the odor of alcohol emitting from her person. Debra told me that she was in fear of [VICTIM #1] due to pass incidents and decided to put all of [VICTIM #1]’s belongings out by the road for her to pick up. When asked about if she had filed an eviction notice on [VICTIM #1] she advised she had not. Debra had been advised of how to obtain one in the past. Debra advised she did not think she was doing anything wrong by putting [VICTIM #1]’s property outside without an eviction notice. I asked Debra about rent being paid to her from [VICTIM #1]; she advised that someone did pay rent. Debra said that she turned the chameleon loose outside when she put [VICTIM #1]’s items out by the road.

At this point Debra was placed under arrest for (1) count of criminal damage to property in the 2nd degree and (2) counts of cruelty to animals. Debra was placed into handcuffs, they were checked for fit and double locked for safety. Debra was secured in my marked Villa Rica patrol car, seatbelted in and transported directly to the Carroll County Jail. This arrest and transport occured without incident. Upon arrival, Debra was turned over to jail staff without incident.

I spoke briefly over the phone with Animal Control Officer Gore #59 about the incident. Ofc. Gore advised me that due to not having the remains to the animals that the recommended charge would be a misdemeanor count of cruelty to animals, per animal.

Screenshots of text messages between [VICTIM #1] and Debra will be attached to this report along with photos. [WITNESS #1] and [VICTIM #1] wrote out statements which were attached to this report.

Warrants will be secured for the charges on Debra and signed by a judge.
