On October 31, 2025 at approximately 12:40 hours, I, Officer S.McKinnon, was patrolling the back parking lot of 195 Commerce Drive at the Super 8 motel in my conspicuously marked patrol vehicle, when I observed a black 2011 Ford Focus (GA Tag: [REDACTED BY AGENCY], VIN: [REDACTED BY AGENCY] with a person sitting in the driver seat.

Upon slowly patrolling behind the Ford Focus I observed the unidentified figure sitting in the driver seat quickly ducked down as I passed by. This struck me as odd due to the unidentified person seemingly suddenly changing behavior as a marked law enforcement vehicle passed by, which indicates from my training , knowledge and experience as possible criminal activity. I parked beside the Ford Focus with my patrol vehicle. I observed what I now could see as a black male retrieve a white Styrofoam container from the front passenger side of the Focus, placing it on his lap. I exited my patrol vehicle to approach the driver of the Focus for a consensual encounter.

Upon my approach I waved at the driver who willingly cracked open the front passenger door. With the front passenger door cracked open, I observed plain view a paper wrapped cigarette containing a green leafy substance I knew to be marijuana from my training, knowledge and experience. The marijuana cigarette was sitting in a cup holder near the center console. I also observed the black male, later identified as Dion Allison, with his pants down. I observed Dion with his underwear exposed but I could see the imprint of his p*nis sitting straight up inside of the underwear, appearing to be erect. I also observed a plastic cellophane baggy containing a white substance sitting next to the marijuana cigarette.

Due to my training, knowledge and experience I knew cellophane baggies are commonly used to contain illegal narcotics. I could not positively identify the substance at the time due to my brief observation of it, but I suspected it to be either methamphetamine or cocaine.

Upon an additional unit’s arrival, I asked Dion to exit the Focus for a probable cause search of the vehicle. As Dion exited the vehicle I observed him make a movement towards his waist as if he was placing something inside. I quickly relocated around the front of the Focus to obtain a better view of what Dion was doing with his hands. Due to the suspicious movements of Dion’s hands towards the front of his pants, which in my experience is either someone hiding evidence or a weapon, I conducted a pat down for weapons. No weapons were located on Dion’s person. I asked Dion to relocate to the front of my patrol vehicle. The additional unit stood by with Dion as I conducted a search of the Focus.

I located the marijuana cigarette by the center console of the Focus but observed the cellophane baggy containing the white substance to be missing. Knowing I previously observed the cellophane baggy sitting near the center console and Dion being the only occupant, I quickly suspected Dion must have hid the baggy. I now suspected Dion hid the baggy in his pants which was the reason for the movements he made towards the front of his pants earlier as he exited the Focus. I quickly grabbed Dion’s right arm to detain him in handcuffs to the rear. Dion briefly attempted to pull his arm away from me, which I responded with pushing his right shoulder down against the hood of my patrol vehicle to keep him from resisting any further. Dion was secured in handcuffs without any further incident.

I instructed Dion to tell me what substance he hid, to which he replied “its meth”, referring to the schedule II controlled substance known as Methamphetamine. Dion advised he tucked the methamphetamine in his underwear near his genitals.

A probable cause search of the Focus yielded a black squared nylon zipper bag containing approximately 3.1 grams of marijuana discovered in the center console. The marijuana joint near the center console was seized. I also observed a glass ash jar used for cigarette ash, which contained small clippings of other marijuana cigarettes. A camouflage backpack in the back right seat containing three black Target Masters throwing knives with blades greater than three inches in length. The knives were well within arms reach of Dion while he was sitting in the Focus’s driver seat. Also located in the Focus was a white skin colored self-masturb*tion device, also known as a “Pocket Pus*y” was discovered near the rear backseat. Upon closer look of the self-mast*rbation device, a whitish clear liquid could be seen protruding from the opening of the device, which appeared to be seminal fluid. No other evidence was found during the probable cause search of the Focus.

Dion agreed to retrieve the methamphetamine which was hidden near his genitals. Dion’s arm was unsecured briefly from handcuffs so he could retrieve the methamphetamine. Dion retrieved a small clear plastic cylinder jar containing a baggy cellophane. Dion was quickly placed back in handcuffs to the rear. The cellophane baggy contained an amount of white crystalized substance I knew to be methamphetamine.

Dion was placed under arrest and searched incident-to-arrest, yielding no other contraband.

Dion admitted he was watching pornography but had not started masturb*ting yet. This did not match what I observed. The fact I observed Dion with his pants down, the movements seen when I first patrolled by his vehicle, his p*nis erect, the pornography observed on a the screen near his dashboard and the self-mast*rbating device found with seminal fluids, I believed there to be sufficient evidence that he was masturb*ting prior to my approach. Due to the Super 8 parking lot being a public place where anyone can enter or drive around, Dion was charged with PUBLIC INDECENCY-OCGA 16-6-8.

Dion also admitted he was not actively using Super 8 for business. Due to Dion committing three different felonies and three misdemeanors while in the parking lot, I believed there to be reasonable alarm for the safety of other individuals or the property. This would constitute Dion was not being a reasonable or law-abiding citizen at the time. Dion was also committing sexual acts on the property on Halloween, with numerous children that could be in the area. The Super 8 also has numerous kids who frequent the parking lots throughout the day, especially the day Dion was arrested due it being a day where Villa Rica schools were off. A child or an adult at any time could have observed Dion mast*rbating in his vehicle. Dion was charged with LOITERING-OCGA 16-11-36.

Dion was also charged with POSSESSION OF A CONTROLLED SUBSTANCE-OCGA 16-13-30A, POSSESSION OF FIREARM OR KNIVES DURING CERTAIN CRIMES-OCGA 16-11-106, TAMPERING WITH EVIDENCE-OCGA 16-10-94 (FELONY) AND POSSESSION OF MARIJUANA LESS THAN ONE OUNCE-OCGA 16-13-2B.

Dion clearly tampered with evidence when purposely retrieved the cellophane baggy from near the center console placing it in his underwear near his genitals in order to keep it from being found. Dion knew methamphetamine was contained in the baggy, which would indicate he knew it to be illegal.

The knives with a blade greater than three inches were well within arm’s reach of Dion while he was sitting in the driver seat. Dion was clearly in possession of the methamphetamine due to it being in plain view directly to his right. This is why Dion was charged with POSSESSION OF FIREARM OR KNIVES DURING CERTAIN CRIMES-OCGA 16-11-106.

Dion elected to leave his car keys in the Focus and not take them with him to the jail. Dion was transported to the Carroll County jail.

Six Carroll County warrants for Dion have been signed by a judge, including,

  • POSSESSION OF FIREARM OR KNIVES DURING CERTAIN CRIMES-OCGA 16-11-106
  • TAMPERING WITH EVIDENCE-OCGA 16-10-94 (FELONY)
  • POSSESSION OF MARIJUANA LESS THAN ONE OUNCE-OCGA 16-13-2B
  • PUBLIC INDECENCY-OCGA 16-6-8
  • LOITERING-OCGA 16-11-36

The cellophane baggy containing the amount of methamphetamine, the 3.1 grams of marijuana have been bagged, sealed and placed into evidence under receipt number “VR-019169”. The three black Target Masters branded throwing knives were boxed and sealed uncler receipt number “VR-019169”.
