On January 2, 2026, at 07:20 hours, I responded to [300 BLOCK] Foster Street Apartment [REDACTED] for a signal 911. Dispatch advised that the complainant, later identified as [VICTIM #1], was calling in reference to having a physical domestic dispute with another male subject, later identified as Emmanuel Ennis. Dispatch also advised that Emmanuel called them back after hanging up the phone and advised that police did not need to come out. Officer Bone and I arrived on scene and attempted to make contact at apartments [REDACTED] and [REDACTED], but had no luck.
At 10:28 hours, Cpl. Maxwell and other officers were in the Flagship (333 Foster Street) parking lot, for an unrelated reason, when they observed an uninvolved black male take off running towards Park Lane. Due to the abnormal behavior, officers relocated and attempted to locate this male for some time around Park Lane, but were unable to locate the unknown male.
At 12:57 hours, other officers and I met at the Flagship office due to the property manager calling me and advising that [VICTIM #1] and Emmanuel’s roommate was concerned for [VICTIM #1] due to [VICTIM #1] and Emmanuel’s altercation this morning. Management also advised that they lived in apartment [REDACTED], not [REDACTED], as we were previously informed by dispatch. I called the property manager as we arrived, and she stated that both [VICTIM #1] and Emmanuel were currently in the office building.
Once we entered the office building, I asked [VICTIM #1] to step outside and speak with me. I quickly noticed that [VICTIM #1]’s left upper cheek was visibly swollen and bruised, he had a cut just inside of his left eye socket, and had redness and bruising on both sides of his neck. I asked [VICTIM #1] what had taken place this morning, and before he began telling me, he stated he did not want Emmanuel to get in trouble, but that Emmanuel had anger issues. [VICTIM #1] advised that the altercation started due to his pet chewing up items in the apartment and making a mess. [VICTIM #1] advised that this made Emmanuel upset, and they began yelling at each other. [VICTIM #1] told me that Emmanuel called him a “pus*y a*s bit*h” and this made him mad. [VICTIM #1] told Emmanuel not to call him that, but he continued, so [VICTIM #1] tapped Emmanuel on the chest and told him to stop.
[VICTIM #1] said that Emmanuel then grabbed him and put him in a “headlock.” I asked [VICTIM #1] if at any time during this altercation he could not breathe or felt as if he was gonna lose consciousness. [VICTIM #1] stated he felt like he could not breathe. Once Emmanuel let go, [VICTIM #1] advised that they began arguing again. I asked [VICTIM #1] how he got the mark in his eye socket and a swollen face. [VICTIM #1] advised that after Emmanuel released him from the “headlock,” he hit Emmanuel. [VICTIM #1] said that after he hit Emmanuel, Emmanuel began punching him in the face. [VICTIM #1] advised that Emmanuel then left the apartment.
After speaking to [VICTIM #1], I went inside to speak with Emmanuel. I asked Emmanuel what happened, and he was reluctant to speak about the situation. Emmanuel advised that he “knew [VICTIM #1] wasn’t gonna press charges,” so he did not see a need to talk to officers. I informed Emmanuel that I was trying to get his side of the story so the best decision could be made regarding the incident. I told Emmanuel that I was aware they had an altercation, and I was also aware of why they had an altercation. When I asked Emmanuel to elaborate on what happened, he looked down at the ground and did not say anything. Emmanuel then muttered something about punching someone, which I thought was abnormal because no mention was made about the details of the altercation by myself or others around Emmanuel. Cpl. Maxwell arrived on scene and spoke with Emmanuel, who spontaneously admitted to being the individual who ran from officers this morning.
I placed Emmanuel under arrest and placed him in the back of my patrol vehicle. As I was doing so, I noticed two specs of blood on Emmanuel’s shirt, which I photographed. Emmanuel then began yelling and banging his head on the partition in my patrol vehicle. I activated my emergency lights and siren and transported Emmanuel to the jail as he continued banging his head on the partition and yelling.
Once at the jail, Emmanuel was charged with the following:
Aggravated Assault FV OCGA 16-5-21
Battery FV OCGA 16-5-23.1
Obstruction OCGA 16-10-24
This incident falls under the Georgia Family Violence Act due to the involved parties being in a romantic relationship and living together.
