On 12/30/2025 at approximately 1945 hours, I (Ofc. Kennedy) was dispatched to 1371 South Park Street in reference to a hit and run. While en route to the location, dispatch advised the following…
- Compliantant is in the parking lot near Ross Department Store, by Truist Bank.
- The complainant was standing by for law enforcement in a red truck.
- The suspect vehicle that left was a silver Honda.
- The complainant got hit by the silver Honda vehicle.
- Occupants inside the silver Honda briefly stopped and stated, “No police.”
- The vehicle sped off before law enforcement arrived.
Upon arrival, I located a red truck in the parking lot of Ross Department Store. I exited my marked patrol vehicle and made contact with the driver. The driver, later identified as [VICTIM #1], exited the red truck. I asked [VICTIM #1] what happened prior to my arrival. [VICTIM #1] stated the following…
- He was traveling northbound on South Park Street before entering the left turn lane to turn into the Kroger parking lot.
- He got a green light and began turning into the parking lot.
- While attempting a left turn into the parking lot, a silver Honda sedan struck his vehicle.
- His vehicle was struck on the passenger side.
- He relocated to the end of the Ross Department Store parking lot to make contact with the driver of the sedan.
- When he arrived at the parking lot, a Hispanic female exited the driver’s side and stated, “No policia.”
- He observed additional occupants inside the vehicle, including juveniles and an adult Hispanic male located in the passenger seat.
- The passengers apologized for the accident and then fled the scene before law enforcement arrived.
- He was able to take a picture of the suspect vehicle, including the license plate number, prior to their departure.
It should be noted that these are not direct statements made by [VICTIM #1] but are generalized quotes made to law enforcement at the time of the incident.
I asked if I could see the picture of the suspect vehicle. [VICTIM #1] retrieved the photo from his personal cellular device. [VICTIM #1] showed me the picture. While viewing the picture, I observed the rear of a silver Honda sedan. The tag was labeled GA #[REDACTED].
I retrieved pictures of the damage to [VICTIM #1]’s vehicle. I conducted an accident report.
It should be noted that the damage to [VICTIM #1]’s vehicle appeared to be consistent with his statements regarding the collision. A picture of the suspect vehicle taken by [VICTIM #1] will be attached to this report for documentation.
I returned to my patrol vehicle and ran the tag to retrieve the information for the suspect vehicle. I was able to get a return on a Hispanic female associated with a “Gloria Claros” subject. The address returned to [1700 BLOCK] Bankhead Highway, Lot [REDACTED]. I radioed surrounding units to relocate to that address in an attempt to locate the suspect vehicle. While conducting a security check of the area associated with [1700 BLOCK] Bankhead Highway, a silver Honda sedan with tag GA #[REDACTED] was located at a residence.
Contact was made with a Hispanic female. The female was later identified as Gloria Claros. Gloria was questioned regarding the incident. Gloria stated the following…
- She was the driver of the silver Honda sedan.
- She was hit by another driver in her vehicle while going to Ross.
- She was attempting to take a right turn into the Kroger parking lot when she was hit. I asked her why
- She explained that the other driver had informed her it was okay to leave, so she left prior to law enforcement’s arrival.
I retrieved pictures of the damage to [VICTIM #1]’s vehicle. I conducted an accident report.
It should be noted that these are not direct statements made by Gloria, but they are generalized quotes made to law enforcement at the time of the incident.
I relocated to view Gloria’s vehicle for any damage caused by the accident. I observed minor damage to the front left bumper of the vehicle. It should be noted that the damages observed were consistent with [VICTIM #1]’s damage to his vehicle and his statements regarding the accident.
Gloria then provided her identification. Gloria was observed with an expired license. A picture of the license will be attached to this report for documentation. Due to a language barrier, it was sometimes difficult to understand Gloria regarding the incident. Gloria’s daughter [REDACTED] had to translate and explained that they were involved in an accident, and they were at Ross earlier in the day. These statements confirmed that the suspect vehicle was present at the scene of the accident and that Gloria was involved in the accident.
Upon Gloria’s and [VICTIM #1]’s statements regarding the accident, I believed that Gloria was the at-fault driver in the accident. Due to Gloria leaving the scene of an accident after causing damage to another vehicle, indicating that she was driving a vehicle with a confirmed expired license, and determining that [VICTIM #1] had the right-of-way while attempting to turn into the Kroger parking lot, Gloria was arrested and charged with the following…
- Hit and Run causing damage to a vehicle (OCGA 40-6-270)
- Expired License (OCGA 40-5-32)
- Failure to yield to a vehicle on the roadway (OCGA 40-6-70)
Gloria was placed in handcuffs, both hands to the rear. Gloria was escorted to the rear of the patrol vehicle and placed in the back seat for transport. Gloria was transported to Carroll County Jail, where she was transferred to jail staff for booking.
