I met with [VICTIM #1] in the lobby of the Carroll County Sheriff’s Office. I spoke with Mrs. [VICTIM #1] in interview room 2. The following is a summary of our conversation and not verbatim.
Mrs. [VICTIM #1] stated yesterday between 1600 and 1630 hours she and her husband, Harvey “Allen” Dunn got into an argument. Mrs. [VICTIM #1] stated the argument started because she found out Harvey had opened a separate bank account and moved a large amount of their shared funds into his personal account.
Mrs. [VICTIM #1] stated after confronting Harvey about the new bank account he got mad and walked outside to hook his camper to his truck and leave. Mrs. [VICTIM #1] stated as Harvey was walking toward the camper, she witnessed him fall. Mrs. [VICTIM #1] then approached Harvey as he was getting into the camper and offered to get their grandson to help him hook it up. Mrs. [VICTIM #1] stated this is when Harvey became belligerent, yelling and cussing at her.
Mrs. [VICTIM #1] stated Harvey then grabbed a long iron rod, possibly a crow bar, and threw it at her, causing her to jump back. Harvey then exited the camper, picked up the iron rod, and chased her in the yard while verbally threatening to hit her with it.
Mrs. [VICTIM #1] stated this is when her grandson, [REDACTED], tackled Harvey to keep him from hurting her. Mrs. [VICTIM #1] and another grandson, [REDACTED], pulled the iron rod away from Harvey. Mrs. [VICTIM #1] stated deputies responded after this incident and at the time she was content with Harvey leaving the property, however he returned after the deputies left.
Harvey was released from jail on 11/20/25 after a Simple Assault FVA charge against [VICTIM #1] in which he received a family violence bond condition ordering him to stay away from the residence and get a mental health evaluation. [VICTIM #1] stated after his arrest she filed for a TPO but eventually dropped it due to wanting to give him a chance to work things out, as well as him having a history of stroke and needing help. [VICTIM #1] also allowed Harvey to come back to the residence in disregard for his bond conditions.
[VICTIM #1] stated there were four other adults and one juvenile at the residence when the incident with the iron rod occurred.

Case History:
1/8/26
ENTRY OF APPEARANCE FILED BY SAVANNAH FOWLKES
What this means: Savannah Fowlkes officially notified the court that she represents the defendant. An entry of appearance is the formal paperwork that tells the court and prosecutor who the defense attorney is. From that point on, she will handle the case on the defendant’s behalf.
1/8/26
MOTION FOR BOND FILED BY SAVANNAH FOWLKES
What this means: The defense attorney filed a written request asking the judge to set or change the bond amount. A motion for bond is usually filed when the defendant wants to be released from jail or have the bond lowered. The judge will review the request and make a decision.
1/8/26
RULE NISI
What this means: The court scheduled a hearing for January 29, 2026, to consider the bond request filed by defense. A rule nisi is an order that sets a specific date and time for the judge to hear a motion. Both sides will have a chance to present their arguments at that hearing.
1/29/26
MOTION FOR BOND HEARING AT 9AM
What this means: This is the court hearing where the judge considers whether to set or change the bond amount. The hearing is scheduled for 9:00 a.m. The judge will listen to both the defense and the prosecutor before making a decision.
2/2/26
SCHEDULING ORDER
What this means: The court issued an order confirming that a hearing without a jury would take place on February 2, 2026, regarding the bond request. A scheduling order officially sets the date and type of hearing. Since it is non-jury, the judge alone will decide the issue.
2/3/26
CRIMINAL NON-JURY CALENDAR AT 9:01AM
What this means: The case is placed on a court calendar for matters that will be decided by a judge rather than a jury. The case will be called at 9:01 a.m. The defendant is typically required to be present.
2/4/26
ORDER BOND MODIFIED
What this means: The judge approved a change to the bond amount or bond conditions. A consent order indicates that both the defense and the prosecutor agreed to the modification. The bond was set at $5,000 with additional conditions.
2/13/26
APPEARANCE BOND
What this means: A bond was posted to guarantee the defendant’s appearance in court. An appearance bond allows the person to remain out of jail as long as they attend all required court dates. If they fail to appear, the bond money could be forfeited.
2/13/26
LEAVE OF ABSENCE FILED BY DEFENSE COUNSEL SAVANNAH FOWLKES
What this means: The defense attorney notified the court that she would be unavailable from February 10th through February 13, 2026. Attorneys file leave of absence notices to inform the court and avoid scheduling conflicts. It ensures the court knows the attorney may not be available during those dates.
