On January 31, 2026, at approximately 02:27 hours, I was notified by dispatch to respond to Higgins General Hospital, located in Bremen, Georgia, in reference to an assault that had possibly occurred in Carroll County.
Upon arrival, I made contact with [VICTIM #1] in Exam Room 5. I observed that the entire right side of [VICTIM #1]’s face was visibly swollen, his right eye was swollen shut, and he had a laceration above his right eye.
While interviewing [VICTIM #1], he initially stated that he was in the area of 3686 SR-16 (Circle W Shoppette) and could not remember whether he was working on his own truck or another individual’s vehicle on the side of SR-16 when an unknown white male approached him and struck him multiple times in the face, causing him to fall to the ground. [VICTIM #1] stated he was unsure whether he lost consciousness. He advised that after getting back to his feet, he realized his Samsung smartwatch (estimated value $200) and Moto G cellular phone (estimated value $300) were missing, and he believed the male stole the items while he was on the ground.
During this portion of the interview, [VICTIM #1] had difficulty recalling details and repeatedly stated he could not remember what had occurred. [VICTIM #1] further stated that he got into his truck, drove to his residence at [80 BLOCK] Wildwood Lane, and used a neighbor’s phone to contact his friend, [WITNESS #1], who was later present in the emergency room waiting area.
I then made contact with [WITNESS #1] and a female identified as [WITNESS #2]. While interviewing [WITNESS #1], she stated that the incident had actually occurred at [80 BLOCK] Wildwood Lane and that the incident was captured on [VICTIM #1]’s security camera. At that point, [VICTIM #1] was questioned again regarding the location of the incident. [VICTIM #1] was initially hesitant but then stated the incident did occur at his residence. He advised that he knew the offender and did not want to get him in trouble due to fear of retaliation.
During this time, the attending physician entered the room and informed [VICTIM #1] that he had seven fractures to the right side of his face. After being informed of his injuries, [VICTIM #1] became more forthcoming.
[VICTIM #1] stated that the offender was identified as Brian Thrower. [VICTIM #1] advised that on 1/30/2026 at approximately 21:19 hours, Thrower arrived at his residence located at [80 BLOCK] Wildwood Lane. [VICTIM #1] stated that he went outside to greet Thrower and attempted to shake his hand, at which time Thrower began striking him in the face multiple times, causing him to fall to the ground. [VICTIM #1] stated that while he was on the ground, Thrower continued the assault by stomping on his face. [VICTIM #1] further stated that Thrower then forced him to hand over his cellular phone and smartwatch before returning to his vehicle and leaving the scene.
When asked about video footage of the incident, [VICTIM #1] stated that he currently had no power to his residence and believed the cameras did not record the incident.
I then spoke again with [WITNESS #1] and [WITNESS #2]. [WITNESS #1] stated that she arrived at [VICTIM #1]’s residence, observed his injuries, and transported him to [WITNESS #2]’s residence, located at [50 BLOCK] Triplet Way, Waco, Georgia. [WITNESS #2] stated that once at her residence, she was able to convince [VICTIM #1] to seek medical treatment at the hospital.
Both [WITNESS #1] and [WITNESS #2] were asked again about the video footage. They stated that the footage was accessible on one of the tablets in [VICTIM #1]’s possession. [WITNESS #2] stated that she observed a video showing Brian Thrower arriving at the residence with two females in a white Ford Escape. [WITNESS #2] stated that the video showed [VICTIM #1] approaching Thrower to greet him, at which point Thrower began striking [VICTIM #1] multiple times in the face until [VICTIM #1] collapsed to the ground, after which Thrower continued stomping on him.
After gathering all relevant information, Investigator Jackson was notified and responded.
